Abstract

Pertumbuhan kendaraan listrik (EV) di Indonesia mendorong kebutuhan pengembangan infrastruktur Stasiun Pengisian Kendaraan Listrik Umum (SPKLU) yang optimal, khususnya dalam mengatasi range anxiety dan memastikan distribusi fasilitas pengisian yang efisien. Penelitian ini bertujuan mengembangkan model optimasi penempatan dan kapasitas mesin EV Charger di wilayah operasi PLN UP3 Tegal melalui integrasi metode peramalan dan simulasi Agent-Based Modelling (ABM). Prediksi populasi EV periode 2025–2030 dilakukan menggunakan regresi linear berganda berbasis variabel sosioekonomi, sedangkan Simulasi ABM digunakan untuk mengevaluasi dinamika interaksi pengguna EV dan EV Charger, meliputi waktu tunggu, pola kunjungan, dan tingkat utilisasi. Hasil simulasi menunjukkan bahwa peningkatan jumlah pengguna mobil EV berpotensi menimbulkan antrean dan utilisasi berlebih pada beberapa lokasi SPKLU eksisting. Melalui analisis skenario kapasitas dan konfigurasi EV charger, diperoleh rekomendasi pengembangan SPKLU yang mampu mempertahankan kualitas layanan dengan batas waktu tunggu < 60 menit (FC & UFC) dan utilisasi < 40%. Penelitian ini memberikan kerangka keputusan berbasis data dan simulasi yang dapat digunakan PLN dalam merencanakan ekspansi SPKLU secara strategis dan berkelanjutan.

The increasing adoption of electric vehicles (EVs) in Indonesia requires a reliable and well-distributed charging infrastructure network to mitigate range anxiety and ensure service efficiency. This study develops an optimization framework for the placement and capacity expansion of public EV charging stations (SPKLU) within the operational area of PLN UP3 Tegal. A multiple linear regression model is employed to forecast EV population growth from 2025 to 2030 using socioeconomic indicators, while an Agent-Based Modelling (ABM) approach is used to simulate user behavior, charging patterns, waiting times, and station utilization. The simulation results reveal that projected EV growth may lead to congestion and over-utilization at several existing charging stations. Scenario analysis involving various charger configurations and capacity upgrade options identifies the optimal development strategy that maintains service performance thresholds of waiting time below 60 minutes (FC &UFC) and utilization below 40%. The proposed framework provides a data-driven and simulation-based decision support tool for strategic and sustainable SPKLU expansion planning in Indonesia.
