Abstract

Kebun Binatang Surabaya (KBS) sebagai lembaga konservasi ex-situ yang berstatus BUMD menyelenggarakan program edukasi bagi institusi pendidikan, tetapi tingkat adopsi paket edukasi oleh rombongan institusi masih sangat rendah, yakni hanya 2,591% dari total rombongan pada tahun 2024. Program edukasi yang berjalan juga belum pernah dievaluasi secara terstruktur dan belum disesuaikan dengan karakteristik serta kebutuhan masing-masing jenjang pendidikan pengunjung. Penelitian ini bertujuan untuk mengelompokkan institusi pendidikan pengunjung Kebun Binatang Surabaya ke dalam klaster-klaster berdasarkan karakteristik dan kebutuhan edukasi, mengevaluasi kesesuaian program edukasi eksisting terhadap kebutuhan tiap klaster, serta merancang paket program edukasi yang terdiferensiasi. Penelitian ini menggunakan pendekatan tiga tahap yang mengintegrasikan K-Means Clustering untuk segmentasi pengunjung institusi pendidikan, Importance Performance Analysis (IPA) untuk evaluasi kesenjangan antara kepentingan dan kinerja program eksisting pada tiap klaster, serta Quality Function Deployment (QFD) untuk menerjemahkan kebutuhan yang belum terpenuhi menjadi spesifikasi teknis program edukasi baru melalui mekanisme House of Quality. Responden penelitian berjumlah 60 institusi pendidikan yang berdomisili di Provinsi Jawa Timur, terdiri atas 30 institusi yang pernah berkunjung menggunakan paket edukasi KBS dan 30 institusi yang belum pernah berkunjung menggunakan paket edukasi KBS. Proses clustering dan evaluasi IPA terhadap program eksisting hanya menggunakan data dari 30 institusi yang pernah berkunjung, mengingat penilaian kepuasan terhadap kinerja program eksisting hanya dapat diberikan oleh institusi yang benar-benar pernah mengalaminya. Dari hasil ketiga metode tadi digunakan untuk menyusun program edukasi berdasarkan jumlah klaster yang ada. Didapatkan lima rekomendasi paket program edukasi yang terdiferensiasi berdasarkan tiga respon teknis prioritas tertinggi tiap klaster, yaitu Paket Jerapah Ceria untuk klaster 1, Paket Kakatua Cerdik untuk klaster 2, Paket Bunglon Jelajah untuk klaster 3, Paket Capibara Tangkas untuk klaster 4, dan Paket Rangkong Cendekia untuk klaster 5, dengan rentang harga Rp40.000,00 hingga Rp150.000,00 yang dibedakan berdasarkan komponen aktivitas, area kunjungan, asal institusi, jenjang pendidikan, anggaran, serta preferensi konsumsi dan suvenir tiap klaster. Penelitian ini juga menghasilkan satu paket eksklusif yang dirancang khusus untuk menarik minat kunjungan pertama institusi yang belum pernah berkunjung, serta empat rekomendasi respon teknis lintas klaster yang berlaku sebagai standar operasional pemanduan secara umum. Rekomendasi ini diharapkan dapat meningkatkan minat institusi pendidikan dalam memilih paket edukasi KBS yang lebih kontekstual dan terdiferensiasi, serta berkontribusi pada peningkatan pendapatan lembaga.

The Surabaya Zoo (KBS) is an ex-situ conservation institution operating as a regional-owned enterprise (BUMD) that provides educational programs for academic institutions. However, the adoption rate of educational packages among institutional visitors remains notably low, at only 2.591% of total group visits in 2024. Furthermore, the existing educational programs have never been systematically evaluated, nor have they been tailored to the distinct characteristics and learning needs of different educational levels. This study aims to segment educational institution visitors of KBS into clusters based on their characteristics and educational needs, evaluate the alignment of existing educational programs with the needs of each cluster, and design differentiated educational program packages accordingly. The research employs a three-stage integrated approach comprising K-Means Clustering for visitor segmentation, Importance Performance Analysis (IPA) to assess the gap between perceived importance and actual performance of existing programs within each cluster, and Quality Function Deployment (QFD) to translate unmet needs into technical specifications for new educational programs through the House of Quality mechanism. The study respondents consisted of 60 educational institutions located in East Java Province, comprising 30 institutions that had previously visited using the KBS educational package and 30 institutions that had never visited using the KBS educational package. The clustering process and IPA evaluation of the existing program used data only from the 30 institutions that had participated, since satisfaction ratings regarding the performance of the existing program could only be provided by institutions that had actually experienced it. The results of these three methods were then used to design educational programs based on the number of existing clusters. Five differentiated educational program package recommendations were identified based on the three highest-priority technical responses for each cluster: the Cheerful Giraffe Package for Cluster 1, the Clever Cockatoo Package for Cluster 2, the “Exploring Chameleon” Package for Cluster 3, the ‘Capybara’ Package for Cluster 4, and the “Scholar Hornbill” Package for Cluster 5, with price ranges from Rp40,000.00 to Rp150,000.00, differentiated based on activity components, visitation areas, educational levels, budgets, and each cluster’s preferences regarding consumption and souvenirs. This study also produced an exclusive package specifically designed to attract first-time visits from institutions that have never visited before, as well as four cross-cluster Technical Response recommendations that serve as general operational standards for guided tours. These recommendations are expected to increase educational institutions’ interest in selecting KBS educational packages that are more contextual and differentiated, and to contribute to increased revenue for the institution.
