Abstract
Suroboyo Bus melayani koridor Purabaya–Tanjung Perak pada kondisi lalu lintas campuran (ROW Type C). Penelitian ini bertujuan mengevaluasi kinerja operasional koridor, menentukan faktor pengontrol kapasitas jalur, dan merencanakan halte untuk meningkatkan kapasitas operasional. Data primer meliputi traffic counting pada 32 segmen, waktu siklus 21 simpang bersinyal, boarding–alighting dan dwell time pada 55 halte, delapan kedatangan bus untuk pengamatan headway, delapan perjalanan untuk waktu tempuh, serta inventarisasi kondisi ruas dan halte. Data sekunder mencakup rute, jadwal, jumlah armada, kapasitas kendaraan, permintaan penumpang, geometri jalan, dan standar teknis. Hasil analisis menunjukkan 11 segmen berada pada LOS F dan derajat kejenuhan tertinggi sebesar 2,612 pada Segmen Ahmad Yani–Frontage Timur. Headway aktual rata-rata sebesar 14,1 menit, lebih besar daripada headway rencana 11 menit, sehingga frekuensi aktual hanya 4,25 bus/jam dibandingkan frekuensi terjadwal 5,45 bus/jam. Waktu perjalanan rata-rata satu arah sebesar 52,39 menit dengan kecepatan operasional 24,5 km/jam. Load factor maksimum berdasarkan muatan penumpang mencapai 106,7% pada rute pergi dan 100% pada rute kembali. Pada permintaan jam puncak 375 penumpang/jam, kapasitas pelayanan aktual sebesar 254,7 penumpang/jam menghasilkan tingkat pemanfaatan 147,2%. Kalibrasi dwell time dengan regresi OLS menghasilkan ts = 4,5965 + 1,0669Pa + 1,3448Pd, R² = 0,8047, dan RMSE = 3,854 detik. Station headway menjadi pengontrol pada 43 halte (78,2%), sedangkan waktu siklus simpang mengontrol 12 halte (21,8%); way headway tidak menjadi pengontrol. Waktu siklus maksimum 213 detik menghasilkan kapasitas infrastruktur koridor minimum 1.014 penumpang/jam, sehingga kendala eksisting terutama terletak pada keteraturan dan frekuensi operasi. Halte direncanakan sebagai kerbside stop double berth dengan lebar platform 2,0 m untuk seluruh 53 halte, kecuali Halte Intermoda Joyoboyo dan Halte Purabaya yang lebih sempit karena keterbatasan lahan; jarak sirkulasi berkisar 5–25 m. Pada Halte Embong Malang, kapasitas teoritis meningkat 66,7%, dari 4.465 menjadi 7.442 penumpang/jam. Headway tahap awal 10 menit memerlukan 11 armada aktif dan satu armada cadangan.

Suroboyo Bus serves the Purabaya–Tanjung Perak corridor under mixed-traffic conditions (ROW Type C). This study evaluates corridor operational performance, identifies the controlling factor of line capacity, and develops bus-stop planning alternatives to increase operational capacity. Primary data comprise traffic counts on 32 road segments, signal-cycle observations at 21 intersections, boarding–alighting and dwell-time observations at 55 stops, eight bus arrivals for headway measurement, eight trips for travel-time measurement, and field inventories of road and stop conditions. Secondary data include route, timetable, fleet, vehicle capacity, passenger demand, road geometry, and technical standards. The analysis identified 11 segments at LOS F, with the highest degree of saturation of 2.612 on the Ahmad Yani–East Frontage segment. The average observed headway was 14.1 min, exceeding the scheduled 11 min; consequently, actual frequency was 4.25 buses/h compared with the scheduled 5.45 buses/h. The average one-way travel time was 52.39 min and the operating speed was 24.5 km/h. Maximum passenger load factors reached 106.7% outbound and 100% inbound. At a peak demand of 375 passengers/h, the actual service capacity of 254.7 passengers/h produced a capacity utilization of 147.2%. Dwell-time calibration using OLS regression yielded ts = 4.5965 + 1.0669Pa + 1.3448Pd, R² = 0.8047, and RMSE = 3.854 s. Station headway controlled 43 stops (78.2%), whereas signal cycle time controlled 12 stops (21.8%); way headway controlled none. The maximum signal cycle of 213 s resulted in a minimum corridor infrastructure capacity of 1,014 passengers/h, indicating that current limitations are primarily associated with service frequency and regularity. All 53 stops are planned as kerbside double-berth facilities with a platform width of 2.0 m, except for Intermoda Joyoboyo and Purabaya stops where land constraints apply; circulation distances range from 5–25 m. At Embong Malang, theoretical capacity increases by 66.7%, from 4,465 to 7,442 passengers/h. An initial 10-min headway requires 11 active buses and one spare.
