Abstract
Ruang publik yang aman dan nyaman bagi perempuan masih menjadi tantangan di banyak kota, termasuk di Kawasan Lapangan Merdeka, Kota Medan, yang meskipun telah diarahkan sebagai pusat perdagangan dan jasa serta telah mengalami revitalisasi, masih mencatatkan berbagai kasus ketidakamanan dan ketidaknyamanan bagi perempuan sebagaimana tercermin dalam data SIMFONI PPA dan beberapa kasus kriminalitas di kawasan tersebut. Penelitian ini bertujuan untuk merumuskan arahan pengembangan komponen ruang publik yang ramah bagi perempuan di kawasan tersebut melalui tiga sasaran, yaitu menganalisis komponen lingkungan binaan pembentuk ruang publik ramah perempuan, mengidentifikasi titik tidak aman beserta faktor penyebabnya, dan merumuskan arahan pengembangannya. Penelitian menggunakan pendekatan campuran (mixed method) dengan kuesioner Importance Performance Analysis (IPA) kepada 100 responden perempuan, participatory mapping kepada 12 informan perempuan, wawancara mendalam dengan enam pemangku kepentingan ahli, serta analisis space syntax menggunakan software DepthMapX untuk mengukur nilai connectivity, local integration, dan global integration kawasan. Hasil analisis IPA menunjukkan empat komponen berada pada Kuadran I (prioritas utama), yaitu toilet umum, CCTV, aksesibilitas inklusif, dan ruang laktasi, dengan ruang laktasi mencatatkan kesenjangan tertinggi. Hasil participatory mapping dan space syntax mengidentifikasi beberapa titik tidak aman yang dipengaruhi oleh rendahnya konektivitas dan integrasi ruang maupun oleh tingginya integrasi yang justru memicu anonimitas. Berdasarkan temuan tersebut, dirumuskan empat arahan pengembangan komponen ruang publik yang mempertimbangkan lokasi strategis serta standar desain yang responsif gender. Penelitian ini menyimpulkan bahwa ruang publik ramah perempuan perlu dibentuk melalui integrasi antara kelengkapan fasilitas fisik dan konfigurasi spasial kawasan.

Safe and comfortable public spaces for women remain a persistent challenge in many cities, including the Lapangan Merdeka area in Medan City, which, despite being designated as a center for trade and services and having undergone revitalization, continues to record various cases of violence and discomfort experienced by women, as reflected in SIMFONI PPA data and several criminal incidents in the area. This research aims to formulate development directions for public space components that are women-friendly in the area, achieved through three objectives: analyzing the built environment components that shape women-friendly public spaces, identifying unsafe points along with their contributing factors, and formulating the corresponding development directions. The research employed a mixed-method approach, comprising an Importance Performance Analysis (IPA) questionnaire distributed to 100 female respondents, participatory mapping involving 12 female informants, in-depth interviews with six expert stakeholders, and a space syntax analysis using DepthMapX software to measure the connectivity, local integration, and global integration values of the study area. The IPA results show that four components fall within Quadrant I (main priority), namely public toilets, CCTV, inclusive accessibility, and lactation rooms, with lactation rooms recording the highest gap. The participatory mapping and space syntax analyses identified several unsafe points influenced by both low connectivity and integration values, as well as by high integration values that instead trigger anonymity. Based on these findings, four development directions for public space components were formulated, taking into account strategic locations and gender-responsive design standards. This research concludes that women-friendly public spaces need to be shaped through the integration of adequate physical facilities and the area's spatial configuration.
