Abstract

Perkembangan kawasan perkotaan mendorong perubahan struktur dan pola penggunaan lahan, termasuk di Kecamatan Lakarsantri yang terletak di pinggiran Kota Surabaya yang termasuk dalam arahan RTRW Kota Surabaya Tahun 2025-2045 untuk mendukung penerapan konsep Compact City. Berkembangnya teori compact city terhadap aspek transportasi umum belum mendapatkan arahan di kebijakan. Sehingga, pengukuran compact city perlu dilakukan untuk melihat tingkat penerapan konsep. Penelitian ini bertujuan mengidentifikasi indikator urban compactness serta mengukur Indeks Compact City di Kecamatan Lakarsantri. Penelitian ini menggunakan jenis penelitian kuantitatif, dengan menggunakan data primer dan sekunder. Identifikasi indikator dilakukan melalui metode Delphi melalui wawancara terhadapt empat ahli. Selanjutnya, pengukuran Indeks Compact City dilakukan menggunakan analisis Normalized Difference Built-up Index (NDBI), Shannon Entropy, tingkat pelayanan jalan, Urban Compactnes Index (UCI), serta teknik scoring menggunakan metode Sturges yang mengelompokkan hasil ke dalam empat kelas tingkat kekompakan. Hasil metode Delphi menghasilkan empat indikator urban compactness yang terdiri atas 30 variabel terpilih sebagai dasar pengukuran Indeks Compact City. Berdasarkan hasil perhitungan, Kelurahan Lidah Kulon memperoleh nilai indeks tertinggi sebesar 91 dan Kelurahan Lidah Wetan sebesar 84 sehingga keduanya termasuk kategori sangat tinggi dengan skor 4. Sementara itu, Kelurahan Sumurwelut, Bangkingan, Lakarsantri, dan Jeruk memperoleh nilai indeks masing-masing sebesar 56, 61, 59, dan 55 sehingga termasuk kategori sangat rendah dengan skor 1. Hasil tersebut menunjukkan bahwa tingkat Compact City di Kecamatan Lakarsantri bervariasi.

Urban development has driven changes in land use structure and patterns, including in Lakarsantri District a suburban area located on the western outskirts of Surabaya. According to the Surabaya Spatial Plan (RTRW) 2025–2045, Lakarsantri District is designated to support the implementation of the Compact City concept. The development of the compact city theory as it relates to public transportation has not yet been addressed in policy guidelines. Therefore, a compact city assessment is needed to evaluate the extent to which the concept has been implemented. This study aims to identify indicators of urban compactness and measure the Compact City Index in Lakarsantri Subdistrict. This study employed a quantitative approach using secondary data. The identification of urban compactness indicators was carried out using the Delphi method through interviews with four experts. Furthermore, the Compact City Index was measured using the Normalized Difference Built-up Index (NDBI), Shannon Entropy, Level of Service analysis, Urban Compactnes Index (UCI), and Sturges scoring method to classify the results into four compactness categories. The Delphi process identified four urban compactness indicators consisting of 30 selected variables as the basis for measuring the Compact City Index. The results showed that Lidah Kulon Urban Village achieved the highest index score of 91, while Lidah Wetan Urban Village scored 84, placing both in the very high compactness category with a score of 4. Meanwhile, Sumurwelut, Bangkingan, Lakarsantri, and Jeruk Urban Villages obtained index scores of 56, 61, 59, and 55, respectively, and were classified into the very low compactness category with a score of 1. These findings indicate that the level of Compact City development in Lakarsantri District is varied across its urban villages
