Abstract

The rapid growth of the logistics industry has significantly increased its environmental and social impact, particularly through transportation emissions and increasingly complex supply chain activities. As logistics operations continue to expand to support global trade and e-commerce, companies are increasingly expected to adopt more responsible and transparent business practices that extend beyond financial performance. In this context, Environmental, Social, and Governance (ESG) has emerged as an important framework for guiding sustainable business operations, especially for Logistic Service Providers (LSPs). However, implementing ESG within LSPs remains challenging due to various organizational and operational constraints. Therefore, this study aimed to identify and prioritize the barriers to ESG implementation in Indonesian Logistic Service Providers. A mixed-method approach was employed by combining a literature review, a two-round Delphi process involving seven logistics experts to validate the eight ESG barrier dimensions, and the Best Worst Method (BWM) to determine their relative priorities. The Delphi results indicated that the Governance pillar was perceived as the greatest challenge to ESG implementation, followed by the Social and Environmental pillars. The BWM analysis revealed that the Economic dimension was the highest-priority barrier (0.2499), followed by Institutional (0.1598), Governance (0.1326), Legal and Compliance (0.1218), Social (0.1126), Psychological and Behavioral (0.1043), Environmental (0.0608), and Technological (0.0582). These findings indicate that ESG implementation within Indonesian Logistic Service Providers is influenced more strongly by financial capability, institutional readiness, and governance capacity than by environmental or technological factors alone. This study provides an evidence-based prioritization of ESG implementation barriers and contributes to sustainable supply chain management research in emerging economies.
