Abstract

Perencanaan tenaga kerja proyek pemeliharaan ketel uap di PT Nauli Mitra Strategic masih bergantung pada pengalaman perencana, sehingga dasar penetapan personel sulit ditelusuri saat volume, material, atau jadwal berubah. Penelitian ini merancang Sistem Penunjang Keputusan (Decision Support System/DSS) berbasis lembar kerja elektronik untuk memperkirakan kebutuhan pengelas pipa bertekanan (HP Welder), pekerja penyiapan sambungan (Skill Fitter), dan pemeriksa mutu (QC Inspector). Ruang lingkup diuraikan melalui Work Breakdown Structure (WBS), sedangkan parameter waktu yang belum tersedia ditetapkan melalui penilaian ahli terstruktur. Workload Analysis (WLA) mengubah volume dan waktu standar menjadi total waktu kerja personel yang dibandingkan dengan waktu tersedia. Pada proyek Paiton Operation and Maintenance Indonesia (POMI) Unit 7, kebutuhan minimum pekerjaan inti adalah 15 orang per giliran kerja dan kebutuhan akhir 20 orang, terdiri atas 7 HP Welder, 11 Skill Fitter, 1 QC Inspector, dan 1 Safety Officer. Kebutuhan dua giliran adalah 40 orang, dibandingkan dengan alokasi rencana pembanding yang telah disetarakan sebanyak 39 orang. Pada POMI Unit 3, kebutuhan minimum berdasarkan beban kerja adalah 17 orang per giliran kerja dan meningkat menjadi 20 orang setelah formasi satu pengelas dan dua pekerja penyiapan sambungan diterapkan. Hasil 40 orang untuk dua giliran sama secara numerik dengan alokasi pembanding, tetapi bukan bukti ketepatan prediksi. DSS membantu estimasi dan pembaruan rencana tanpa menggantikan keputusan perencana. Sistem belum diuji pada proyek baru dan akurasi prediksinya belum dinilai secara statistik.

Technical workforce planning for boiler-maintenance projects at PT Nauli Mitra Strategic still relies on planners’ experience, making staffing estimates difficult to trace when work volume, material, or schedule changes. This study designs a spreadsheet-based Decision Support System (DSS) to estimate the requirements for high-pressure pipe welders, joint-preparation fitters, and quality-control inspectors in boiler-tube replacement. The scope is decomposed through a Work Breakdown Structure (WBS), while unavailable time parameters are established through structured expert judgement. Workload Analysis (WLA) converts work volume and standard time into total personnel workload and compares it with available working time. For Paiton Operation and Maintenance Indonesia (POMI) Unit 7, the core-work minimum is 15 people per shift and the final requirement is 20, consisting of 7 HP Welders, 11 Skill Fitters, 1 QC Inspector, and 1 Safety Officer. The two-shift requirement is 40 people, compared with an adjusted planning allocation of 39. For POMI Unit 3, the workload-based minimum is 17 people per shift and rises to 20 after applying the one-welder-to-two-fitters formation. The two-shift result of 40 people is numerically equal to the comparison allocation, but this is not treated as evidence of predictive accuracy. The DSS supports estimation and planning updates without replacing planner judgement. It has not been prospectively tested on a new project, and its predictive accuracy has not been statistically evaluated.
