Abstract
Pemanfaatan kembali anjungan lepas pantai pascaoperasi berpotensi mendukung sistem logistik perikanan tangkap di Wilayah Pengelolaan Perikanan Negara Republik Indonesia (WPPNRI) 711, khususnya Natuna, yang masih bergantung pada fasilitas penyimpanan dan pengisian bahan bakar di darat. Penelitian ini bertujuan mengidentifikasi faktor yang memengaruhi pasokan–permintaan ikan dan kebutuhan bahan bakar minyak (BBM), mengembangkan model System Dynamics, menentukan kebutuhan teknis fasilitas, serta mengevaluasi kelayakan ekonomi pemanfaatan anjungan sebagai cold storage dan layanan bunkering BBM terbatas. Metode yang digunakan meliputi Decision Making Trial and Evaluation Laboratory (DEMATEL), Causal Loop Diagram (CLD), Stock and Flow Diagram (SFD), verifikasi model, validasi menggunakan Mean Absolute Percentage Error (MAPE) dan Welch’s t-test, serta analisis ekonomi menggunakan Weighted Average Cost of Capital (WACC), Net Present Value (NPV), Internal Rate of Return (IRR), Return on Investment (ROI), Payback Period (PBP), dan analisis sensitivitas. Hasil validasi menghasilkan MAPE sebesar 0,1196% dan p-value sebesar 0,99089. Simulasi menunjukkan kebutuhan cold storage sebesar 522,50 ton dengan rata-rata stok 418,00 ton, kebutuhan daya 654,09 kW, serta kapasitas efektif bunkering sebesar 81.000 liter. Pendapatan proyek dibatasi pada sewa cold storage dan penjualan BBM, sedangkan penghematan nelayan dan manfaat sosial tidak dimasukkan dalam arus kas. Analisis tiga skenario harga menunjukkan seluruh skenario layak, tetapi skenario harga rendah paling sensitif. Pada skenario harga menengah diperoleh NPV Rp40,49 miliar, IRR 19,04%, ROI 126,38%, dan PBP 4,84 tahun. Hasil sensitivitas menunjukkan proyek perlu mempertahankan tingkat pemanfaatan cold storage di atas 66,10%. Dengan demikian, pemanfaatan kembali anjungan layak secara teknis dan ekonomi sesuai asumsi dan batas penelitian.

The reuse of post-operational offshore platforms may support capture fisheries logistics in the Fisheries Management Area of the Republic of Indonesia (WPPNRI) 711, particularly Natuna, where storage and fuel services depend on onshore facilities. This study identifies factors affecting fish supply–demand and fuel requirements, develops a System Dynamics model, determines facility requirements, and evaluates the economic feasibility of reusing an offshore platform as cold storage and a fuel-bunkering facility. The methods comprise the Decision Making Trial and Evaluation Laboratory (DEMATEL), Causal Loop Diagram (CLD), Stock and Flow Diagram (SFD), model verification, validation using Mean Absolute Percentage Error (MAPE) and Welch’s t-test, and economic analysis using Weighted Average Cost of Capital (WACC), Net Present Value (NPV), Internal Rate of Return (IRR), Return on Investment (ROI), Payback Period (PBP), and sensitivity analysis. Validation yielded a MAPE of 0.1196% and a p-value of 0.99089. The simulation indicated a cold-storage capacity of 522.50 tonnes, an average stock of 418.00 tonnes, power demand of 654.09 kW, and bunkering capacity of 81,000 litres. Project revenue was limited to cold-storage rental and fuel sales, while fishers’ savings and social benefits were excluded from cash flow. All three price scenarios were feasible, although the low-price scenario was most sensitive. Under the middle-price scenario, the project generated an NPV of IDR 40.49 billion, an IRR of 19.04%, an ROI of 126.38%, and a PBP of 4.84 years. Sensitivity analysis showed that cold-storage utilisation should remain above 66.10%. Therefore, offshore-platform reuse is technically and economically feasible within the study scope.
