Abstract
Transportasi merupakan salah satu penyumbang emisi gas rumah kaca yang cukup besar di Jawa Timur, sehingga transisi menuju mobilitas rendah karbon menjadi langkah krusial menuju pembangunan berkelanjutan. Mendukung hal ini, di Kawasan Metropolitan Gerbangkertosusila, telah tersedia berbagai opsi layanan transportasi umum. Meski demikian, penggunaan kendaraan pribadi masih mendominasi perjalanan masyarakat, sehingga keberhasilan transisi menuju mobilitas rendah karbon tidak hanya bergantung pada layanan transportasi umum tetapi juga kesediaan masyarakat untuk menggunakannya. Sebagai kelompok usia dengan proporsi yang cukup tinggi di Gerbangkertosusila, Generasi Z memiliki peran vital untuk mendukung transisi menuju mobilitas rendah karbon. Untuk itu, penelitian ini bertujuan untuk menganalisis faktor-faktor berbasis perilaku yang memengaruhi minat Generasi Z terhadap mobilitas rendah karbon melalui penggunaan transportasi umum di Kawasan Gerbangkertosusila. Untuk mencapai sasaran tersebut digunakan kerangka Extended Theory of Planned Behavior (Extended TPB). Penelitian ini menggunakan pendekatan kuantitatif dengan pengambilan data melalui kuesioner terhadap 237 responden Generasi Z yang tersebar di Gerbangkertosusila. Metode analisis yang digunakan adalah Partial Least Squares Structural Equation Modeling (PLS-SEM). Varibel laten dalam penelitian ini adalah attitude, perceived behavioral control, subjective norm, personal norm, dan intention. Dalam penelitian ini, personal norm digunakan sebagai variabel yang memediasi hubungan antara attitude, subjective norm, dan perceived behavioral control terhadap intention. Hasil penelitian menunjukkan bahwa variabel personal norm memediasi secara penuh hubungan antara attitude dan subjective norm dengan intention, serta memediasi secara parsial hubungan antara perceived behavioral control dan intention. Perceived behavioral control tercatat sebagai prediktor terkuat terhadap intention. Temuan ini mendukung perluasan model TPB dengan penambahan personal norm yang terbukti memediasi pembentukan minat Generasi Z terhadap mobilitas rendah karbon.

Transportation is one of the major contributors to greenhouse gas emissions in East Java, making the transition toward low-carbon mobility a crucial step for sustainable development. While various public transportation services are available in the Gerbangkertosusila Metropolitan Area, private vehicles remain the dominant mode of daily travel. Meaning, this transition not only depends on the availability of public transportation services, but also the public’s willingness to use them. Given the considerable population share in Gerbangkertosusila, Generation Z holds a critical role in supporting this transition. Therefore, this study aims to analyze behavioral factors influencing Generation Z’s interest in low-carbon mobility using public transportation in the Gerbangkertosusila Area. To achieve this objective, this study adopted the Extended Theory of Planned Behavior (Extended TPB) framework. This study employed a quantitative approach, with data collected through a questionnaire distributed to 237 Generation Z respondents across Gerbangkertosusila. The data were analyzed using Partial Least Squares Structural Equation Modeling (PLS-SEM). The latent variables in this study are attitude, perceived behavioral control, subjective norm, personal norm, and intention. In this study, personal norm is used as a mediating variable in the relationship between attitude, subjective norm, and perceived behavioral control toward intention. The results show that personal norm fully mediates the relationship between attitude and subjective norm toward intention and partially mediates the relationship between perceived behavioral control and intention. Perceived behavioral control was found to be the strongest predictor of intention. These findings support the extension of TPB model with the addition of personal norm shown to mediate the formation of Generation Z’s intention toward low-carbon mobility.
