Abstract
Informal waste workers collect and recycle much of the waste in Nairobi's settlements, yet they are rarely included in formal planning or digital waste initiatives. Kenya's Sustainable Waste Management Act (2022) requires counties to integrate rather than displace them, and IoT systems are already being deployed, but how the workers perceive them is not known. This study examined trust and acceptance among informal waste workers in Kibera, Mathare, Mukuru and Korogocho. Ten informants were interviewed, eight grassroots workers and two IoT practitioners, and the data were analysed phenomenologically using Braun and Clarke's thematic analysis in ATLAS.ti. Technology acceptance theory was extended with institutional trust and livelihood vulnerability. The study produced four main findings. First, workers assessed IoT practically, asking whether it could survive flooding, weak coverage, heat, dust, theft and paths no vehicle can reach. Second, the technology was assessed only after the institution behind it, and trust was shaped first by inconsistent services, confiscated carts, decisions taken without consultation, and abandoned projects. Third, legitimacy was judged procedurally: whether workers were told before decisions, whether their inclusion was genuine, whether anyone reported back, and whether an initiative would last; perceived legitimacy was the most-coded trust concern. Lastly, dignity emerged as a condition of trust in its own right, separate from income. No worker rejected IoT itself; what they described was conditional willingness rather than refusal. The framework was then revised based on the findings. Institutional trust and livelihood became the lenses through which technology perceptions and social influence are read, with procedural legitimacy added as a structural condition of acceptance. Trust and acceptance are therefore conditional and collectively negotiated, not predictable from a system's technical characteristics.

Pekerja pengumpul sampah informal mengumpulkan dan mendaur ulang sebagian besar sampah di permukiman Nairobi, namun mereka jarang dilibatkan dalam perencanaan formal atau inisiatif pengelolaan sampah digital.
