Abstract

Kondisi perkerasan jalan yang terus mengalami penurunan akibat beban lalu lintas, terutama kendaraan berat, memerlukan evaluasi kondisi secara berkala sebagai dasar penentuan strategi penanganan yang tepat. Ruas Jalan Totok Kerot – Jalan Wates Ngadiluwih Kabupaten Kediri KM 15+100 s/d KM 26+000 merupakan jalan kabupaten yang memiliki peran penting dalam mendukung mobilitas masyarakat dan distribusi barang, namun menunjukkan berbagai kerusakan pada permukaan perkerasan. Penelitian ini bertujuan untuk mengevaluasi kondisi perkerasan jalan menggunakan metode Pavement Condition Index (PCI) dan metode Bina Marga, menentukan rekomendasi penanganan berdasarkan hasil integrasi kedua metode, menghitung Rencana Anggaran Biaya (RAB), serta memetakan kondisi kerusakan jalan menggunakan perangkat lunak ArcGIS Pro. Penelitian dilakukan melalui survei visual lapangan dengan membagi ruas jalan sepanjang 10,9 km menjadi segmen-segmen sepanjang 100 meter. Data kerusakan dianalisis berdasarkan ASTM D6433-07 untuk memperoleh nilai PCI, sedangkan metode Bina Marga digunakan untuk menentukan prioritas penanganan berdasarkan nilai kondisi jalan dan lalu lintas harian rata-rata. Selanjutnya, rekomendasi model penanganan ditentukan melalui pendekatan engineering judgement dengan mempertimbangkan hasil PCI, hasil Bina Marga, persentase luas kerusakan, serta kompleksitas metode perbaikan pada setiap segmen. Hasil penelitian menunjukkan terdapat 11 jenis kerusakan, yaitu alligator cracking, bleeding, block cracking, bumps and sags, edge cracking, longitudinal and transverse cracking, patching and utility cut patching, polished aggregate, potholes, slippage cracking, serta weathering and raveling. Nilai PCI rata-rata sebesar 39,68 menunjukkan kondisi perkerasan berada pada kategori Very Poor, sedangkan metode Bina Marga menghasilkan nilai urutan prioritas rata-rata sebesar 5 yang mengindikasikan perlunya program pemeliharaan berkala.
Berdasarkan hasil integrasi kedua metode dan kondisi kerusakan di lapangan, model penanganan yang disarankan meliputi perbaikan lokal, dan pelapisan ulang (overlay), dengan metode perbaikan berupa P1, P2, P4, P5, dan P6. Total estimasi biaya penanganan sebesar Rp5.372.931.888,99, sedangkan hasil pemetaan menggunakan ArcGIS Pro menghasilkan visualisasi kondisi kerusakan jalan yang dapat mendukung penentuan prioritas penanganan secara lebih efektif.

Road pavement conditions continuously deteriorate due to traffic loading, particularly from heavy vehicles, making periodic pavement condition evaluation essential for determining appropriate maintenance strategies. The Totok Kerot – Wates Ngadiluwih Road Section, Kediri Regency, located between KM 15+100 and KM 26+000, is a regency road that plays an important role in supporting community mobility and goods distribution; however, various types of pavement distress have been observed along the roadway. This study aims to evaluate the pavement condition using the Pavement Condition Index (PCI) method and the Bina Marga method, determine appropriate maintenance recommendations based on the integration of both methods, estimate the maintenance cost, and map pavement distress using ArcGIS Pro. The research was conducted through a visual field survey by dividing the 10.9 km road section into 100-meter segments. Pavement distress data were analyzed using ASTM D6433-07 to determine the PCI value, while the Bina Marga method was applied to establish maintenance priorities based on road condition and Average Daily Traffic (ADT). Subsequently, the recommended maintenance model was determined through an engineering judgment approach by considering the PCI results, Bina Marga evaluation, percentage of damaged area, and the complexity of the required repair methods for each segment. The results identified 11 types of pavement distress, namely alligator cracking, bleeding, block cracking, bumps and sags, edge cracking, longitudinal and transverse cracking, patching and utility cut patching, polished aggregate, potholes, slippage cracking, and weathering and raveling. The average PCI value of 39.68 indicates that the pavement is in Very Poor condition, while the Bina Marga analysis produced an average priority rating of 5, indicating the need for periodic maintenance. Based on the integrated analysis of both methods and the observed field conditions, the recommended maintenance models consist of localized repair, and asphalt overlay, utilizing repair methods P1, P2, P4, P5, and P6. The estimated total maintenance cost is IDR 5,372,931,888.99. Furthermore, pavement distress mapping using ArcGIS Pro provides a spatial visualization of road conditions that can support more effective maintenance planning and prioritization.
