Abstract
Mal Pelayanan Publik (MPP) Kabupaten Sidoarjo, yang merupakan adaptasi dari gedung Sidoarjo Community Centre (SCC), menghadapi permasalahan tata ruang akibat konfigurasi eksisting yang masih mempertahankan karakter aula serbaguna, sehingga tidak optimal untuk menampung 26 instansi dengan dominasi kunjungan Dispendukcapil mencapai 70-80%. Permasalahan sirkulasi yang kacau, fragmentasi pos layanan, dan kurangnya sistem navigasi diperparah dengan belum diresponnya muatan psikologis setiap instansi (semantic valence) yang berbeda-beda ke dalam tata ruang. Perancangan ini bertujuan menghasilkan redesain interior MPP Sidoarjo yang mengoptimalkan sirkulasi dan mengelompokkan instansi berdasarkan kedekatan semantik dan muatan emosional melalui pendekatan Semantic Valence, dengan luaran berupa konsep tata ruang, zonasi, pola sirkulasi, serta elemen interior terintegrasi. Hasil perancangan menghasilkan pemetaan zona baru yang mengklasifikasikan 26 instansi ke dalam tiga zona desain yakni Publik, Semi-Publik, dan Privat berdasarkan tingkat kerentanan emosional dan kebutuhan privasi pengguna, serta mengonsolidasikan layanan Dispendukcapil dalam satu koridor linear untuk efisiensi sirkulasi. Konsep desain mikro mengusung target valensi positif "Mal" melalui penerapan material modern (HPL, homogeneous tile, panel kayu), sistem pencahayaan seimbang, serta sistem navigasi lantai dan gerai berbasis kode warna klaster semantik yang memperkuat keterbacaan ruang. Perancangan ini diharapkan menjawab permasalahan kejelasan navigasi, kenyamanan fisik, dan efisiensi waktu tunggu, sehingga berpotensi meningkatkan kualitas pengalaman pengguna di MPP Sidoarjo.

The Sidoarjo Public Service Mall (MPP), an adaptation of the former Sidoarjo Community Centre (SCC), faces spatial problems due to its existing configuration that still retains the character of a multi-purpose hall, making it suboptimal for accommodating 26 agencies with a dominance of Dispendukcapil visits reaching 70-80%. Chaotic circulation, fragmented service counters, and lack of navigation systems are compounded by the failure to address the different psychological loads (semantic valence) of each agency into the spatial arrangement. This design aims to produce an interior redesign of MPP Sidoarjo that optimizes circulation and groups agencies based on semantic proximity and emotional valence through the Semantic Valence approach, with outputs in the form of spatial concepts, zoning, circulation patterns, and integrated interior elements. The design results produce a new zoning map that classifies 26 agencies into three design zones: Public, Semi-Public, and Private, based on the level of emotional vulnerability and user privacy needs, while consolidating Dispendukcapil services into a single linear corridor for circulation efficiency. The micro design concept carries a positive "Mal" valence target through the application of modern materials (HPL, homogeneous tile, wood panels), balanced lighting systems, and a floor and counter navigation system based on semantic cluster color-coding that enhances spatial legibility. This design is expected to address issues of navigation clarity, physical comfort, and waiting time efficiency, thereby potentially improving the quality of user experience at MPP Sidoarjo.
