Abstract

Pengelolaan persampahan tetap menjadi tantangan kritis bagi banyak negara. Peningkatan timbulan sampah yang terus-menerus tidak hanya mempersempit ruang publik dan mengganggu aktivitas manusia, tetapi juga menurunkan kualitas hidup secara keseluruhan. Sebaliknya, sampah yang dikelola dengan efektif dapat memberikan manfaat yang signifikan. Salah satu kerangka kerja utama dalam pengelolaan persampahan berkelanjutan adalah Ekonomi Sirkular sebuah model yang mengintegrasikan sistem ekonomi dengan keberlanjutan lingkungan jangka panjang. Studi ini dengan judul Potensi Ekonomi
Dalam Pengelolaan Persampahan Berkelanjutan Kota Surabaya akan mengkaji pengelolaan persampahan di Kota Surabaya, dengan fokus khusus pada sampah padat yang bersumber dari Tempat Penampungan Sementara (TPS), Tempat Pengolahan Sampah 3R (TPS3R), Rumah Kompos (RUKOM), dan Bank Sampah Surabaya (BSS) di Kota Surabaya. Meskipun memiliki 189 titik TPS, 12 TPS3R, 27 Rukom dan 4 Bank Sampah Induk yang tersebar di seluruh kota, Surabaya masih menghadapi kendala dalam hal pengurangan sampah.
Study literature Review digunakan dan dikombinasikan dengan data dari Dinas Lingkungan Hidup Kota Surabaya untuk menghasilkan rekomendasi pengelolaan sampah yang lebih efektif bagi Kota Surabaya. Dengan mengintegrasikan prinsip-prinsip Ekonomi Sirkular, penelitian ini bertujuan untuk menghitung potensi ekonomi dari reduksi sampah di Kota Surabaya. Kota Surabaya menghasilkan sekitar 1.800ton sampah setiap harinya. Mengingat Pembangkit Listrik Tenaga Sampah (PLTSa) Benowo hanya mampu mengolah 1.000 ton per hari, terdapat sisa sebesar 800 ton sampah yang menjadi timbunan pada TPA Benowo. Selain itu, target pengurangan sampah nasional ditetapkan sebesar 20% dan Surabaya menargetkan 28% pada tahun 2022, kota ini baru mencapai tingkat pengurangan sebesar 7,43%. Kesenjangan ini menegaskan kebutuhan mendesak akan strategi Ekonomi Sirkular atau potensi ekonomi dari reduksi sampah untuk mendorong pengurangan sampah. Metode Analisa yang digunakan adalah Analisis Keseimbangan Massa (Mass Balance Analysis) untuk memberikan gambaran menyeluruh mengenai pemrosesan sampah serta menghitung besaran reduksi sampah dan Life Cycle Cost (LCC) untuk mengukur dan mengevaluasi nilai potensi ekonomi dan pengelolaan persampahan Kota Surabaya.
Hasil menunjukkan dengan melakukan reduksi sampah mampu menurunkan biaya pengelolaan persampahan sebesar 77%. Biaya pengelolaan persampahan sebelum dilakukan reduksi sampah adalah sebesar dari Rp 514.371.642/hari, setelah dilakukan reduksi sampah biaya penegelolaan sampah turun menjadi Rp 119.225.588/hari. Hasil potensi ekonomi pada kondisi eksisting adalah Rp 15.102.000 perhari meningkat menjadi Rp 429.830.000 perhari. Diharapkan dengan mengetahui nilai potensi reduksi sampah, Upaya untuk mewujudkan serta meningkatkan reduksi sampah menjadi lebih maksimal di Kota Surabaya.

Waste management remains a critical challenge for many nations. The continuous increase in waste generation not only diminishes public space and disrupts human activities but also degrades the overall quality of life. Conversely, effectively managed waste can yield significant benefits. One of the primary frameworks in sustainable waste management is the Circular Economy a model that integrates economic systems with long-term environmental sustainability. This study, titled "Economic Potential in Sustainable Waste Management of Surabaya City," examines waste management in Surabaya, focusing specifically on solid waste sourced from Temporary Waste Collection Sites (TPS), 3R Waste Treatment Facilities (TPS3R), Composting Housing (RUKOM), and Waste Bank Surabay (BSS) across the city. Despite having 189 TPS, 12 TPS3R, 27 Rukom, and 4 Waste Bank Center locations scattered throughout the city, Surabaya still faces constraints regarding waste reduction.
A literature review method was utilized and combined with data from the Environmental Agency of Surabaya City to formulate more effective waste management recommendations for Surabaya. By integrating Circular Economy principles, this research aims to quantify the economic potential of waste reduction in Surabaya. Surabaya generates approximately 1,800 tons of waste daily. Given that the Benowo Waste-to-Energy Plant (PLTSa) can only process 1,000 tons per day, a residual 800 tons of waste accumulates at the Benowo Landfill (TPA). Furthermore, while the national waste reduction target is set at 20% and Surabaya targeted 28% for the year 2022, the city has only achieved a reduction rate of 7.43%. This gap underscores the urgent need for a Circular Economy strategy or the leverage of economic potential from waste reduction to accelerate waste minimization. The analytical methods employed include Mass Balance Analysis to provide a comprehensive overview of waste processing and to calculate the volume of waste reduction and Life Cycle Costing (LCC) is utilized to measure and evaluate the economic potential and management of solid waste in Surabaya City.
The results indicate that waste reduction can decrease waste management costs by 77%. The solid waste management cost before reduction is Rp 514.371.642/day, which significantly drops to Rp 119.225.588/day after implementation. The results show that the economic potential under the existing condition is Rp 15.102.000 per day, which significantly increases to Rp 429.830.000 per day. By identifying the value of this waste reduction potential, it is expected that efforts to realize and optimize waste reduction in Surabaya City can be maximized.
