Abstract
Ketimpangan pembangunan antarwilayah masih menjadi persoalan yang bertahan di Jawa Timur meskipun perekonomian provinsi ini tumbuh kuat. Penelitian ini menganalisis limpahan ekonomi (spillover) dari inti metropolitan terhadap wilayah hinterland pada Kawasan Gerbangkertosusila dan Kawasan Bromo Tengger Semeru, dengan Kota Surabaya dan Kota Malang sebagai inti pemancar limpahan, untuk menilai apakah limpahan tersebut mampu menekan ketimpangan. Kajian dilakukan atas 18 kabupaten/kota melalui tiga tahap, yaitu pengukuran tingkat dan pola ketimpangan kesejahteraan, penelusuran limpahan dari inti ke hinterland, serta perbandingan kesejahteraan antara wilayah yang dekat dan yang jauh dari inti pada tahun 2017, 2021, dan 2025. Faktor yang ditelaah meliputi rata-rata lama sekolah, share sektor industri manufaktur, net ekspor barang dan jasa, tingkat partisipasi angkatan kerja, serta kekuatan keterhubungan wilayah dengan kota inti yang diukur melalui gravitasi populasi dan gravitasi ekonomi beserta interaksinya. Hasil kajian menunjukkan ketimpangan kesejahteraan tergolong tinggi dan terus melebar dengan perbedaan yang mencolok antarkawasan, yaitu Indeks Williamson pada Kawasan Gerbangkertosusila meningkat dari 0,83 pada tahun 2017 menjadi 0,93 pada tahun 2025, sementara pada Kawasan Bromo Tengger Semeru meningkat dari 0,47 menjadi 0,51 pada periode yang sama. Secara keseluruhan wilayah tidak membentuk pengelompokan kesejahteraan yang tegas, namun analisis LISA secara konsisten memperlihatkan kelompok High-High di sekitar Kota Surabaya, yaitu Sidoarjo dan Gresik, sebagai tanda spread effect yang terbatas pada wilayah tertentu, serta pola Low-High di Bangkalan, yaitu wilayah tertinggal di tengah tetangga yang makmur, sebagai tanda backwash effect. Kekuatan keterhubungan wilayah dengan kota inti, baik dari sisi penduduk maupun ekonomi, secara nyata berhubungan dengan kesejahteraan yang lebih tinggi, sedangkan kesejahteraan sebuah wilayah tidak banyak ditentukan oleh sekadar berdampingan dengan wilayah tetangganya, sehingga dimensi keruangan bekerja melalui keterhubungan berarah menuju inti alih-alih melalui ketetanggaan. Penelitian menyimpulkan bahwa limpahan ekonomi dari inti metropolitan telah terjadi namun bersifat lemah dan terlokalisasi, dengan dinamika yang lebih tegas terbaca pada Kawasan Gerbangkertosusila dibanding Kawasan Bromo Tengger Semeru, sehingga struktur inti dan pinggiran tetap bertahan dan ketimpangan belum menyempit. Temuan ini menekankan perlunya strategi yang memperkuat spread effect dan mengendalikan backwash effect secara terarah dan disesuaikan dengan karakter masing-masing kawasan.

Interregional development disparities remain a persistent issue in East Java despite the province’s strong economic growth. This study analyzes economic spillovers from metropolitan centers to hinterland areas in the Gerbangkertosusila and Bromo Tengger Semeru regions, with the cities of Surabaya and Malang serving as the sources of these spillovers, to assess whether such spillovers can reduce these disparities. The study was conducted across 18 regencies and cities in three stages: measuring the level and patterns of welfare inequality; analyzing spillovers from the core to the hinterland; and comparing well-being between areas close to and far from the core in 2017, 2021, and 2025. Factors that were analyzed included average years of schooling, the share of the manufacturing sector, net exports of goods and services, labor force participation rates, and the strength of regional connectivity with the core city, as measured by population gravity and economic gravity along with their interactions. The results of the study show that disparities in well-being are relatively high and continue to widen, with striking differences between regions: the Williamson Index in the Gerbangkertosusila Region increased from 0.83 in 2017 to 0.93 in 2025, while in the Bromo Tengger Semeru Region increased from 0.47 to 0.51 over the same period. Overall, the region does not show a clear welfare clustering pattern; however, LISA analysis consistently identifies a “High-High” cluster around the city of Surabaya, specifically in Sidoarjo and Gresik, indicating a “spread effect” limited to certain areas, as well as a “Low-High” pattern in Bangkalan, where a lagging area is surrounded by prosperous neighbors, indicating a “backwash effect.” The strength of a region’s connectivity to the core city, both in terms of population and economy, is clearly associated with higher well-being, while a region’s well-being is not largely determined simply by its proximity to neighboring regions; this means that the spatial dimension operates through directed connectivity toward the core rather than through mere proximity. The study concludes that economic spillover from the metropolitan core has occurred but remains weak and localized, with more significant dynamics evident in the Gerbangkertosusila region compared to the Bromo Tengger Semeru region; this has resulted in the persistence of the core-periphery structure and the failure of disparities to decrease. These findings highlight the need for strategies that strengthen the “spread effect” and control the “backwash effect” in a targeted approach that is adjusted to the characteristics of each region.
