Abstract

Hutan Joyoboyo merupakan salah satu ruang terbuka hijau publik yang berada di Kota Kediri dan memiliki peran penting sebagai ruang publik bagi seluruh lapisan masyarakat. Hal ini mendorong perlunya penilaian mengenai kemampuan Hutan Joyoboyo dalam mengakomodasi kebutuhan seluruh pengunjung termasuk kelompok rentan seperti anak-anak, lansia, ibu hamil, dan penyandang disabilitas seiring dengan meningkatnya kesadaran terhadap pentingnya inklusivitas dalam perencanaan ruang publik. Penelitian ini bertujuan untuk menilai tingkat inklusivitas Hutan Joyoboyo Kota Kediri sebagai ruang terbuka hijau (RTH) publik berbasis konsep Universal Design. Adapun konsep Universal Design merupakan suatu konsep yang memiliki prinsip bahwa semua pengguna harus diperlakukan setara, dengan menjamin keselamatan, kemudahan akses, informasi yang jelas, kemandirian dalam menggunakan ruang, efisiensi bagi pengguna, serta ukuran dan ruang yang tepat untuk semua orang. Prinsip tersebut dioperasionalkan ke dalam sub variabel dan indikator yang terukur untuk menilai kondisi fasilitas dan lingkungan Hutan Joyoboyo secara komprehensif. Penelitian ini menggunakan pendekatan rasionalistik dengan penggunaan Universal Design sebagai kerangka teoretis yang menjadi acuan penilaian Hutan Joyoboyo. Penentuan kriteria penilaian menggunakan analisis delphi melalui stakeholder ahli. Penilitian ini juga menggunakan pendekatan positivistik dengan penggunaan analisis skoring yang menghasilkan nilai terukur dari persepsi responden terhadap inklusivitas Hutan Joyoboyo melalui kriteria penilaian yang sebelumnya telah ditentukan. Hasil penelitian ini menunjukkan bahwa Hutan Joyoboyo belum sepenuhnya memenuhi prinsip-prinsip Universal Design, terutama dalam mengakomodasi kebutuhan kelompok rentan. Hasil penelitian ini diharapkan menjadi dasar perumusan rekomendasi perbaikan bagi Pemerintah Kota Kediri dalam mewujudkan ruang terbuka hijau publik yang inklusif, adil, aman, dan nyaman bagi seluruh lapisan masyarakat.

Hutan Joyoboyo is one of the public green open spaces located in Kediri City and plays an important role as a public space for all levels of society. This encourages the need for an assessment of Hutan Joyoboyo's capacity to accommodate the needs of all visitors, including vulnerable groups such as children, the elderly, pregnant women, and persons with disabilities, in line with the growing awareness of the importance of inclusivity in public space planning. This study aims to assess the level of inclusivity of Hutan Joyoboyo Kediri City as a public green open space based on the concept of Universal Design. The Universal Design concept is a concept that upholds the principle that all users must be treated equally, by ensuring safety, ease of access, clear information, independence in using the space, efficiency for users, as well as appropriate size and space for everyone. These principles are operationalized into sub-variables and measurable indicators to comprehensively assess the condition of the facilities and environment of Hutan Joyoboyo. This study employs a rationalistic approach using Universal Design as the theoretical framework for evaluating Hutan Joyoboyo. The determination of assessment criteria uses Delphi analysis through expert stakeholders. This study also employs a positivistic approach using scoring analysis that produces measurable values from respondents' perceptions of the inclusivity of Hutan Joyoboyo based on previously established assessment criteria. The results of this study indicate that Hutan Joyoboyo has not yet fully met the principles of Universal Design, particularly in accommodating the needs of vulnerable groups. The results of this study are expected to serve as a basis for formulating improvement recommendations for the Kediri City Government in realizing a public green open space that is inclusive, equitable, safe, and comfortable for all levels of society.
