Abstract
Sektor transportasi merupakan penyumbang utama emisi dan polusi udara di Kota Surabaya, namun adopsi kendaraan listrik pribadi masih sangat rendah (di bawah 0,1%) meskipun berbagai kebijakan pendukung telah diterbitkan. Penelitian ini bertujuan mengkaji penerimaan publik terhadap kendaraan listrik pribadi di Kota Surabaya, dengan menganalisis peran kepercayaan terhadap pemerintah sebagai variabel mediasi dan kebijakan insentif sebagai variabel moderasi. Penelitian menggunakan pendekatan metode campuran sekuensial.
Tahap pertama menerapkan Modified Delphi dua putaran yang berhasil memvalidasi seluruh faktor penghambat hingga mencapai konsensus panel ahli (mean ≥ 4; IQR ≤ 1; agreement ≥ 75%). Tahap kedua berupa survei terhadap 400 responden yang dianalisis dengan Structural Equation Modeling–Partial Least Squares (SEM-PLS); dari 14 hipotesis, 8 diterima dan 6 ditolak. Hasil menunjukkan hambatan penerimaan bersifat multidimensional, mencakup dimensi ekonomi, sosial-budaya, teknologi, dan regulasi. Hambatan ekonomi memiliki pengaruh langsung terbesar terhadap penerimaan publik (β = 0,305; p < 0,001), sedangkan hambatan sosial-budaya tidak signifikan (β = 0,053; p = 0,274).
Kepercayaan terhadap pemerintah terbukti menjadi determinan langsung terkuat (β = 0,458; p < 0,001) sekaligus memediasi pengaruh hambatan ekonomi, teknologi, dan regulasi, tetapi tidak memediasi hambatan sosial-budaya. Kebijakan insentif berpengaruh langsung terhadap penerimaan (β = 0,215; p < 0,001) namun tidak terbukti memoderasi seluruh jalur interaksi. Temuan ini menunjukkan penerimaan publik bersifat kritis dan bersyarat, sehingga percepatan adopsi kendaraan listrik memerlukan pendekatan ekosistem yang memadukan keterjangkauan biaya, perluasan infrastruktur (SPKLU), kepastian regulasi, penguatan kepercayaan publik, dan desain insentif yang tepat sasaran.

The transportation sector is a major contributor to emissions and air pollution in Surabaya, yet the adoption of private electric vehicles (EVs) remains very low (below 0.1%) despite various supporting policies. This study examines public acceptance of private electric vehicles in Surabaya by analyzing the role of trust in government as a mediating variable and incentive policy as a moderating variable. A sequential mixed-methods approach was employed.
The first stage applied a two-round Modified Delphi, which successfully validated all barrier factors until reaching expert consensus (mean ≥ 4; IQR ≤ 1; agreement ≥ 75%). The second stage was a survey of 400 respondents analyzed using Structural Equation Modeling–Partial Least Squares (SEM-PLS); of 14 hypotheses, 8 were accepted and 6 were rejected. The results show that acceptance barriers are multidimensional, covering economic, socio-cultural, technological, and regulatory dimensions. Economic barriers have the strongest direct effect on public acceptance (β = 0.305; p < 0.001), whereas socio-cultural barriers are insignificant (β = 0.053; p = 0.274).
Trust in government is the strongest direct determinant (β = 0.458; p < 0.001) and mediates the effects of economic, technological, and regulatory barriers, but not socio-cultural barriers. Incentive policy directly influences acceptance (β = 0.215; p < 0.001) but is not proven to moderate any interaction path. These findings indicate that public acceptance is critical and conditional; accelerating EV adoption therefore requires an ecosystem approach combining affordability, charging infrastructure expansion, regulatory certainty, strengthened public trust, and well-targeted incentive design.
