Abstract
Irigasi merupakan komponen penting dalam sistem produksi pertanian karena berperan dalam menjamin ketersediaan air, meningkatkan intensitas tanam, dan mendukung swasembada pangan nasional. Daerah Irigasi Lodoyo masih menghadapi permasalahan berupa distribusi air dan penerapan pola tanam yang belum optimal. Meskipun debit irigasi eksisting mampu memenuhi sebagian besar kebutuhan tanaman, Indeks Pertanaman (IP) yang dicapai masih sebesar 286% atau berada di bawah potensi maksimal. Oleh karena itu, diperlukan optimasi pola tanam berdasarkan kondisi ketersediaan air agar pemanfaatan lahan dan jaringan irigasi menjadi lebih efisien. Proyek akhir ini menganalisis pola tanam eksisting serta menentukan pola tanam alternatif yang optimal menggunakan metode program dinamik deterministik. Optimasi dilakukan secara bertahap dengan fungsi tujuan memaksimalkan luas lahan tertanami, memprioritaskan komoditas padi, serta meningkatkan efisiensi pemanfaatan ketersediaan air dengan tetap mempertimbangkan batasan kebutuhan air irigasi. Pola tanam hasil optimasi selanjutnya dievaluasi terhadap kondisi ketersediaan air pada periode sepuluh tahun mendatang melalui analisis neraca air periode 2026–2035. Evaluasi dilakukan menggunakan data curah hujan, klimatologi, dan debit inflow waduk hasil pembangkitan metode Thomas-Fiering berdasarkan karakteristik statistik data historis. Hasil optimasi pola tanam menggunakan metode program dinamik menunjukkan bahwa pada optimasi pertama diperoleh pola tanam padi penuh pada Musim Tanam (MT) I dan II seluas 9.226 Ha dengan kombinasi tebu sebesar 3.075 Ha, serta kombinasi padi-palawija-tebu pada MT III. Evaluasi hasil optimasi pertama menunjukkan masih terdapat surplus ketersediaan air sehingga dilakukan optimasi kedua untuk meningkatkan pemanfaatan air. Hasil optimasi kedua menghasilkan pola tanam padi penuh seluas 12.300,48 Ha pada MT I dan II serta kombinasi padi-palawija pada MT III dengan nilai Indeks Pertanaman (IP) mencapai 300% dan mulai awal masa tanam pada Bulan November 1. Hasil analisis neraca air dengan inflow bangkitan periode 2026–2035 menunjukkan bahwa kebutuhan irigasi tetap dapat dipenuhi tanpa menimbulkan kekurangan air pada waduk maupun jaringan irigasi. Dengan demikian, pola tanam hasil optimasi dapat diterapkan secara berkelanjutan untuk meningkatkan efisiensi pemanfaatan air dan lahan di Daerah Irigasi Lodoyo.

Irrigation is an essential component of agricultural production systems as it plays a crucial role in ensuring water availability, increasing cropping intensity, and supporting national food self-sufficiency. The Lodoyo Irrigation Area still faces challenges related to water distribution and suboptimal cropping pattern implementation. Although the existing irrigation discharge is able to fulfill most crop water requirements, the achieved Cropping Index (CI) is only 286%, which remains below the maximum potential. Therefore, cropping pattern optimization based on water availability conditions is required to improve the efficiency of land utilization and irrigation systems. This final project analyzes the existing cropping pattern and determines an optimal alternative cropping pattern using a deterministic dynamic programming method. Optimization was conducted sequentially with the objective function of maximizing cultivated land area, prioritizing rice cultivation, and improving the efficiency of available water utilization while considering irrigation water demand constraints. The optimized cropping pattern was subsequently evaluated under future water availability conditions through water balance analysis for the period of 2026–2035. The evaluation was performed using rainfall, climatological data, and reservoir inflow discharge generated using the Thomas-Fiering method based on the statistical characteristics of historical data. The optimization results using dynamic programming showed that the first optimization produced full rice cultivation during the first and second planting seasons with an area of 9.226 ha and sugarcane allocation of 3.075 ha, while the third planting season consisted of a combination of rice, secondary crops, and sugarcane. Evaluation of the first optimization indicated that water availability surplus still occurred, therefore a second optimization was conducted to improve water utilization. The second optimization resulted in full rice cultivation covering 12.300.48 ha during the first and second planting seasons and a rice–secondary crop combination during the third planting season, achieving a Cropping Index (CI) of 300% with the planting period beginning in the first period of November. Water balance analysis using generated inflow data for the 2026–2035 period showed that irrigation water demand could still be fulfilled without causing water deficits in the reservoir or irrigation network. Therefore, the optimized cropping pattern can be sustainably implemented to improve water and land utilization efficiency in the Lodoyo Irrigation Area.
