Abstract
Pengelolaan persediaan obat di rumah sakit merupakan elemen strategis dalam menjaga keseimbangan antara efisiensi operasional dan mutu pelayanan medis, khususnya di tengah keterbatasan sistem pembiayaan Jaminan Kesehatan Nasional (JKN) berbasis tarif prospektif Indonesian Case-Based Groups (INA-CBGs). RS Permata Hati Lamongan menghadapi tantangan untuk mengoptimalkan pengendalian persediaan obat sediaan tablet agar risiko stockout maupun overstock dapat diminimalkan, mengingat sistem pengendalian aktual yang berjalan masih bersifat intuitif dan mengandalkan batas persediaan pengaman statis (safety stock 30%). Penelitian ini bertujuan untuk menganalisis perbandingan efisiensi biaya persediaan obat antara sistem aktual rumah sakit dengan metode Economic Order Quantity (EOQ) dan Lot-Sizing Periodic Order Quantity (POQ), serta menentukan model pengendalian persediaan yang paling optimal berdasarkan ketersediaan obat (service level) dan efisiensi Total Inventory Cost (TIC). Penelitian kuantitatif deskriptif-evaluatif ini menggunakan data sekunder periode Januari–Desember 2025 yang difokuskan pada lima jenis obat sediaan tablet prioritas hasil klasifikasi matriks ABC-VEN, yaitu kelompok AE (Always-Essential: Pumpitor, Simprazole, Vosedon) dan CE (Control-Essential: Besanmag, Omeprazole). Hasil penelitian menunjukkan bahwa sistem aktual rumah sakit mengalami inefisiensi ganda, dengan tingkat kelangkaan obat (stockout rate) mencapai 20,27%–42,74% pada obat tertentu dan overstock masif pada obat lainnya. Untuk obat kategori AE bernilai tinggi (Simprazole, Vosedon, Omeprazole), model EOQ Lot-Sizing (ROP-SS) menjadi metode paling optimal yang sukses mengamankan service level 100% serta memberikan efisiensi biaya persediaan terbesar hingga 37%–92% (penghematan mencapai Rp4,33 juta pada Simprazole). Sementara untuk obat dengan fluktuasi permintaan ekstrem (Pumpitor), model POQ Lot-Sizing (ROP) menjadi pilihan paling optimal yang mampu mengeliminasi stockout, memangkas overstock sebesar 17,6%, dan memberikan penghematan biaya sebesar 5%–7%. Implikasi manajerial merekomendasikan rumah sakit untuk mentransformasi kebijakan safety stock berbasis statistik, mengimplementasikan Reorder Point (ROP) otomatis, serta menerapkan segregasi strategi pengadaan berbasis prioritas ABC-VEN.

Hospital drug inventory management is a strategic element in maintaining a balance between operational efficiency and the quality of medical services, particularly amid the financial constraints of Indonesia's National Health Insurance (JKN) system based on Indonesian Case-Based Groups (INA-CBGs) prospective payments. Permata Hati Hospital Lamongan faces the challenge of optimizing tablet medication inventory control to minimize the risks of stockouts and overstocking, given that its current actual control system remains intuitive and relies on a static safety stock threshold (30%). This study aims to analyze the cost-efficiency comparison of drug inventory between the hospital's actual system and the Economic Order Quantity (EOQ) and Lot-Sizing Periodic Order Quantity (POQ) methods, as well as to determine the most optimal inventory control model based on drug availability (service level) and Total Inventory Cost (TIC) efficiency. This quantitative descriptive-evaluative research utilizes secondary data from January to December 2025, focusing on five priority tablet medications identified through the ABC-VEN matrix classification, specifically the AE (Always-Essential: Pumpitor, Simprazole, Vosedon) and CE (Control-Essential: Besanmag, Omeprazole) categories. The results reveal that the hospital's actual system suffers from dual inefficiencies, with stockout rates reaching 20.27%–42.74% for certain drugs and massive overstocking for others. For high-value AE category drugs (Simprazole, Vosedon, Omeprazole), the EOQ Lot-Sizing (ROP-SS) model is the most optimal, securing a 100% service level and achieving the highest inventory cost efficiency of 37%–92% (savings up to IDR 4.33 million for Simprazole). Conversely, for drugs with extreme demand fluctuations (Pumpitor), the POQ Lot-Sizing (ROP) model proves most optimal by eliminating stockouts, reducing maximum overstock by 17.6%, and securing 5%–7% cost savings. Managerial implications advise the hospital to transition to statistical safety stock policies, implement automated Reorder Points (ROP), and adopt segregated procurement strategies based on ABC-VEN priorities.
