Abstract
Implementasi Hunian Berimbang di Indonesia belum berjalan secara efektif akibat tingginya harga lahan, rendahnya kepatuhan pengembang, serta lemahnya pengawasan pemerintah sehingga penyediaan hunian bagi Masyarakat Berpenghasilan Rendah (MBR) belum optimal. Salah satu alternatif yang telah diterapkan di Paris adalah skema Buy-To-rent (BTR). Dalam skema ini, pemerintah mengakuisisi unit apartemen eksisting untuk disewakan kepada MBR sebagai bagian dari penerapan Social-Mix Housing. Namun, implementasi kebijakan tersebut berpotensi menghadapi penolakan dari penghuni eksisting apartemen seperti yang terjadi di Paris. Penelitian ini bertujuan untuk menganalisis tingkat penerimaan penghuni apartemen terhadap integrasi MBR dalam skema Buy-To-Rent serta mengidentifikasi faktor-faktor yang mendasari penolakan apabila ada. Penelitian ini menggunakan pendekatan kuantitatif eksploratif dengan teknik purposive sampling terhadap 106 penghuni apartemen kelas menengah di Kota Surabaya sebagai partisipan. Analisis dilakukan menggunakan statistik deskriptif frekuensi untuk mengidentifikasi tingkat persetujuan partisipan dan content analysis deduktif untuk menganalisis alasan penolakan berdasarkan jawaban terbuka partisipan. Skema Buy-To-Rent dipilih karena Surabaya dan Paris memiliki masalah yang sama dalam menyediakan hunian terjangkau bagi MBR dan mewujudkan Social-Mix Housing. Hasil sasaran pertama menunjukkan bahwa 7 dari 8 faktor penyebab penolakan memperoleh rata-rata persetujuan yang tinggi dari partisipan. Rata-rata keseluruhannya menggambarkan rendahnya kecenderungan penerimaan penghuni apartemen terhadap integrasi MBR dalam skema Buy-To-Rent. Melalui content analysis di sasaran kedua, didapatkan indikator dengan kemunculan yang dominan (Perbedaan Latar Belakang, Latar Belakang Budaya , Perbedaan Antar Kelas, dan Kelas Bawah Merusak) relatif terhadap indikator lainnya. Secara keseluruhan, hasil menunjukkan bahwa penerapan BTR di Kota Surabaya memerlukan upaya dari pemangku kebijakan untuk mengurangi stigma terhadap MBR sehingga dapat meningkatkan penerimaan sosial penghuni apartemen.

The implementation of "balanced housing" in Indonesia has been ineffective due to high land prices, low developer compliance, and weak government oversight, resulting in suboptimal housing provision for low-income groups (MBR). One alternative implemented in Paris is the Buy-to-Rent (BTR) scheme, wherein the government acquires existing apartment units to rent to MBR households as part of a social-mix housing strategy. However, implementing such a policy risks facing resistance from existing residents, as occurred in Paris. This study aims to analyze the level of acceptance among apartment residents regarding the integration of MBR households under the BTR scheme and to identify the factors underlying any resistance. An exploratory quantitative approach was employed, utilizing purposive sampling to select 106 middle-class apartment residents in Surabaya as participants. Data analysis involved descriptive frequency statistics to gauge participant approval levels and deductive content analysis to examine reasons for resistance based on open-ended responses. The BTR scheme was selected for study because Surabaya and Paris share similar challenges in providing affordable housing for MBR households and achieving social-mix housing. Results regarding the first objective indicate that seven out of the eight factors contributing to resistance received high average agreement scores from participants. The overall findings reflect a low level of acceptance among apartment residents regarding the integration of low-income households (MBR) into the Buy-to-Rent (BTR) scheme. Content analysis conducted for the second objective identified specific indicators—namely Differences in Background, Cultural Background, Class Differences, and the Destructive Nature of the Lower Class —that appeared more prominently than others. Overall, the results suggest that implementing BTR in Surabaya requires policymakers to take action to reduce the stigma associated with low-income households, thereby fostering greater social acceptance among apartment residents.
