Abstract

Transisi menuju energi terbarukan menjadi salah satu upaya untuk mendukung pengembangan energi bersih di Kota Surabaya. Pemanfaatan panel surya atap (rooftop photovoltaic) merupakan alternatif yang potensial karena mampu memanfaatkan ruang atap bangunan tanpa memerlukan lahan tambahan. Penelitian ini bertujuan mengidentifikasi potensi panel surya atap pada 31 kecamatan di Kota Surabaya serta menentukan wilayah prioritas pengembangannya melalui pendekatan geospasial. Metode penelitian mengintegrasikan Rooftop Solar PV Utilization Factor (RSUF) berbasis penggunaan lahan eksisting dengan pemodelan Area Solar Radiation menggunakan data LiDAR (nDSM). Hasil pemodelan divalidasi menggunakan data SolarGIS dengan metode Root Mean Square Error (RMSE), kemudian dikonversi menjadi estimasi energi listrik dan diagregasikan pada tingkat kecamatan melalui Spatial Join. Hasil penelitian menunjukkan bahwa model memiliki tingkat akurasi yang baik dengan nilai RMSE sebesar 143,40 kWh (7,36%). Rata-rata potensi energi listrik yang dihasilkan mencapai 291,32 kWh/m²/tahun dengan selisih sekitar 6,33% dibandingkan penelitian sebelumnya. Analisis RSUF menunjukkan bahwa kawasan industri dan komersial memiliki potensi pemanfaatan atap yang lebih tinggi dibandingkan kawasan residensial. Secara spasial, Kecamatan Asemrowo, Benowo, Tandes, Sukomanunggal, Karang Pilang, dan Tenggilis Mejoyo menjadi wilayah dengan potensi tertinggi sehingga direkomendasikan sebagai prioritas pengembangan PLTS atap. Penelitian ini menunjukkan bahwa integrasi RSUF dan pemodelan radiasi matahari berbasis LiDAR mampu menghasilkan pemetaan potensi energi surya yang lebih komprehensif sebagai dasar pendukung perencanaan pengembangan PLTS atap di Kota Surabaya.

The transition toward Renewable energy has become an important strategy to support sustainable energy development in Surabaya City. Rooftop photovoltaic (PV) systems offer a promising solution by utilizing available rooftop spaces without requiring additional urban land. This study aims to identify the rooftop solar PV potential across 31 districts in Surabaya City and determine priority areas for its development using a geospatial approach. The proposed method integrates the Rooftop Solar PV Utilization Factor (RSUF) based on existing land use with Area Solar Radiation modeling derived from high-resolution LiDAR-based normalized Digital Surface Model (nDSM) data. The solar radiation model was validated against SolarGIS data using the Root Mean Square Error (RMSE), and the resulting solar radiation values were converted into electrical energy estimates and aggregated at the district level through Spatial Join analysis. The validation results indicate good model performance with an RMSE of 143.40 kWh (7.36%). The average electricity generation potential in Surabaya reached 291.32 kWh/m²/year, differing by only 6.33% from previous studies. The RSUF analysis revealed that industrial and commercial areas possess higher rooftop utilization potential than residential areas. Spatially, Asemrowo, Benowo, Tandes, Sukomanunggal, Karang Pilang, and Tenggilis Mejoyo were consistently identified as the highest-potential districts and are therefore recommended as priority areas for rooftop PV deployment. The integration of RSUF and LiDAR-based solar radiation modeling provides a comprehensive and reliable approach for assessing urban rooftop solar energy potential and can support Renewable energy planning in Surabaya City.
