Abstract

Daerah Irigasi (DI) Jragung merupakan salah satu daerah irigasi di Kabupaten Demak yang memperoleh suplai air dari Bendungan Jragung untuk mendukung pemenuhan kebutuhan air irigasi dan ketahanan pangan. Meskipun operasional Bendungan Jragung direncanakan meningkatkan ketersediaan air, pengaturan pola tata tanam dan alokasi air tetap diperlukan untuk mengoptimalkan pemanfaatan sumber daya air, terutama pada musim kemarau. Proyek Akhir ini bertujuan menganalisis ketersediaan air irigasi sebelum dan sesudah operasional Bendungan Jragung, menentukan pola tata tanam optimum, serta mengoptimalkan skenario alokasi air pada setiap bangunan bagi menggunakan program dinamik deterministik. Metode penelitian meliputi analisis hidrologi, klimatologi, kebutuhan air irigasi, dan neraca air. Selanjutnya, dilakukan penyusunan alternatif pola tata tanam berdasarkan keseimbangan antara ketersediaan dan kebutuhan air. Pola tata tanam terbaik kemudian dioptimalkan menggunakan program dinamik deterministik dengan pendekatan forward recursive menggunakan bahasa pemrograman Python untuk memperoleh alokasi air yang optimum pada setiap bangunan bagi. Hasil Proyek Akhir menunjukkan bahwa kondisi sebelum operasional Bendungan Jragung masih mengalami defisit air, terutama pada Musim Tanam III, sedangkan kondisi pascaoperasional bendungan menunjukkan surplus air pada seluruh musim tanam. Pola tata tanam terbaik adalah pola eksisting pascaoperasional bendungan dengan awal tanam pada periode November I dan komposisi tanaman pada MT I padi, MT II padi, serta MT III palawija jagung. Hasil optimasi mampu memenuhi kebutuhan air pada seluruh daerah layanan irigasi seluas 4.528 ha sehingga intensitas tanam meningkat dari 250% menjadi 300%. Selain itu, optimasi menghasilkan estimasi nilai jual panen sebesar Rp194.217.239.819,12 untuk padi dan Rp146.560.039.863,51 untuk jagung. Penerapan program dinamik deterministik terbukti mampu menghasilkan pola tata tanam dan alokasi air yang optimum sehingga meningkatkan efisiensi pemanfaatan sumber daya air irigasi pascaoperasional Bendungan Jragung.

The Jragung Irrigation Area in Demak Regency is supplied by the Jragung Dam to support irrigation water availability and regional food security. Although the operation of the Jragung Dam is planned to increase water availability, cropping pattern optimization and proper water allocation remain necessary to maximize the efficient use of water resources, particularly during the dry season. This study aims to analyze irrigation water availability before and after the operation of the Jragung Dam, determine the optimum cropping pattern, and optimize water allocation at each distribution structure using deterministic dynamic programming. The research methodology consisted of hydrological, climatological, irrigation water requirement, and water balance analyses, followed by the development of alternative cropping patterns based on the balance between water availability and irrigation water demand. The selected cropping pattern was subsequently optimized using deterministic dynamic programming with a forward recursive approach implemented in Python to obtain the optimum water allocation for each distribution structure. The results indicate that irrigation water deficits occurred prior to the operation of the Jragung Dam, particularly during the third planting season, whereas post-operational conditions resulted in water surpluses throughout all planting seasons. The optimum cropping pattern was identified as the existing post-operational pattern, with the planting season commencing in the first period of November and a cropping sequence of rice in the first planting season, rice in the second planting season, and maize in the third planting season. The optimization successfully satisfied irrigation water requirements across the entire irrigation service area of 4,528 ha, increasing the cropping intensity from 250% to 300%. Furthermore, the optimized scenario generated estimated harvest values of IDR 194.21 billion for rice and IDR 146.56 billion for maize. The application of deterministic dynamic programming proved effective in optimizing the cropping pattern and water allocation, thereby improving the efficiency of irrigation water utilization following the operation of the Jragung Dam.
