Abstract

Pelabuhan Cirebon merupakan salah satu pelabuhan pengumpul di pesisir utara Jawa Barat yang memiliki nilai historis tinggi, akan tetapi dalam periode 2020–2025 kinerja operasionalnya menurun akibat sedimentasi alur pelayaran dan pergeseran arus logistik ke pelabuhan utama seperti Tanjung Priok. Di sisi lain, Kota Cirebon memiliki kekayaan sejarah dan budaya yang berpotensi dikembangkan sebagai pariwisata heritage. Penelitian ini bertujuan menganalisis kondisi eksisting, potensi, serta model revitalisasi Pelabuhan Cirebon menjadi pelabuhan heritage dan dampaknya terhadap ekonomi daerah. Metode yang digunakan meliputi regresi linear dan ARIMA untuk proyeksi throughput dan kunjungan wisatawan, Tipologi Klassen dan Location Quotient untuk analisis makro ekonomi, Destination Attractiveness Index untuk mengukur daya tarik wisata, benchmarking pelabuhan heritage dunia, serta TOPSIS untuk pemilihan alternatif skema kerja sama dan investasi terbaik. Hasil penelitian menunjukkan bahwa Opsi 3 (skema pengembangan bertahap dengan pola kerja sama Build Operate Transfer) merupakan alternatif terbaik, dengan NPV proyek positif pada skenario moderat dan optimis. Pengembangan pelabuhan heritage diproyeksikan memberikan kontribusi terhadap Pendapatan Asli Daerah Kota Cirebon sebesar 1,0–1,3% serta meningkatkan pemanfaatan aset pelabuhan yang sebelumnya kurang produktif.

The Port of Cirebon is one of the hub ports on the northern coast of West Java with significant historical value; however, during the 2020–2025 period, its operational performance has declined due to sedimentation in the shipping channel and a shift in logistics traffic to major ports such as Tanjung Priok. On the other hand, the city of Cirebon possesses a rich history and culture that holds potential for development as heritage tourism. This study aims to analyze the current conditions, potential, and a revitalization model for Cirebon Port to transform it into a heritage port, as well as its impact on the local economy. The methods used include linear regression and ARIMA for projecting throughput and tourist visits; Klassen's Typology and the Location Quotient for macroeconomic analysis; the Destination Attractiveness Index to measure tourism appeal; benchmarking against global heritage ports; and TOPSIS for selecting the best alternative cooperation and investment schemes. The results indicate that Option 3 (a phased development scheme using a Build-Operate-Transfer cooperation model) is the best alternative, with a positive Net Present Value (NPV) under both moderate and optimistic scenarios. The development of the heritage port is projected to contribute 1.0–1.3% to Cirebon City's Local Revenue and to enhance the utilization of previously underutilized port assets.
