Abstract
Proyek Pembangunan Gedung Onkologi Center RSUP dr. Soeradji Tirtonegoro dilaksanakan di lingkungan rumah sakit yang masih beroperasi, sehingga menuntut perencanaan keselamatan konstruksi yang matang untuk melindungi pekerja sekaligus pasien dan pengunjung. Proyek Akhir ini bertujuan menyusun Sistem Manajemen Keselamatan Konstruksi (SMKK) pada lingkup pekerjaan struktur dengan metode Hazard Identification, Risk Assessment, and Risk Control (HIRARC) yang dituangkan ke dalam tabel Identifikasi Bahaya, Penilaian Risiko, dan Pengendalian Risiko (IBPRP) sesuai Peraturan Menteri PUPR Nomor 10 Tahun 2021. Data dikumpulkan melalui studi pustaka, observasi lapangan, telaah dokumen proyek, serta kuesioner yang diisi dan divalidasi oleh dua responden pakar. Analisis dilakukan terhadap delapan paket pekerjaan struktur dan mengidentifikasi 196 potensi bahaya. Pada penilaian risiko awal, 51,5% bahaya tergolong risiko besar dan 48,5% risiko sedang; setelah diterapkan pengendalian berbasis hierarki, tidak terdapat lagi bahaya berisiko besar, dengan 21,4% risiko sedang dan 78,6% risiko rendah. Nilai rata-rata risiko menurun dari 14,48 menjadi 3,77 atau setara reduksi 74,0%, sehingga seluruh risiko mencapai tingkat yang dapat ditoleransi. Rencana Anggaran Biaya (RAB) penerapan SMKK disusun mengacu pada sembilan komponen biaya dan memerlukan Rp1.460.945.922,00 atau 2,37% dari nilai kontrak pekerjaan struktur. Perencanaan ini diharapkan menekan risiko kecelakaan kerja serta mewujudkan lingkungan kerja yang aman, efektif, dan produktif selama pelaksanaan proyek.

The Oncology Center Building development project at RSUP dr. Soeradji Tirtonegoro is carried out within an operating hospital environment, which demands thorough construction safety planning to protect workers as well as patients and visitors. This final project aims to develop a Construction Safety Management System (SMKK) for the structural scope of work using the Hazard Identification, Risk Assessment, and Risk Control (HIRARC) method, documented in a Hazard Identification, Risk Assessment, and Risk Control (IBPRP) table in accordance with Minister of Public Works and Housing Regulation Number 10 of 2021. Data were collected through literature review, field observation, project document analysis, and a questionnaire completed and validated by two expert respondents. The analysis covered eight structural work packages and identified 196 potential hazards. In the initial risk assessment, 51.5% of the hazards were classified as high risk and 48.5% as medium risk; after applying hierarchy-based controls, no high-risk hazards remained, with 21.4% classified as medium risk and 78.6% as low risk. The average risk value decreased from 14.48 to 3.77, equivalent to a 74.0% reduction, bringing all risks to an acceptable level. The Budget Plan (RAB) for SMKK implementation was prepared based on nine cost components and requires Rp1.460.945.922,00 or 2.37% of the structural work contract value. This planning is expected to reduce the risk of workplace accidents and create a safe, effective, and productive work environment throughout the execution of the project.
