Abstract

Kemacetan pada koridor Jalan Soekarno-Hatta, Kota Malang menjadi permasalahan transportasi yang terus meningkat setiap tahunnya, dengan kondisi arus lalu lintas yang tergolong pada tingkat pelayanan buruk. Kemacetan ini diduga dipicu oleh dominasi guna lahan komersial di sepanjang koridor yang menghasilkan tarikan perjalanan tinggi pada jam-jam sibuk, sehingga derajat kejenuhan jalan mendekati ambang batas kritis. Penelitian ini bertujuan untuk mengkaji pengaruh penggunaan lahan di koridor Jalan Soekarno-Hatta terhadap kinerja ruas jalan, dengan sasaran mengidentifikasi karakteristik penggunaan lahan, menganalisis tarikan pergerakan berdasarkan jenis penggunaan lahan, menganalisis kinerja ruas jalan, serta menganalisis pengaruh tarikan terhadap kinerja ruas jalan tersebut. Penelitian ini menggunakan pendekatan kuantitatif korelasional dengan metode survei primer berupa observasi penggunaan lahan dan traffic counting pada 57 bangunan sampel yang terdistribusi proporsional dari total populasi 142 bangunan. Estimasi total tarikan pergerakan dihitung menggunakan regresi linier sederhana untuk kategori perdagangan dan jasa, serta pendekatan trip rate untuk kategori pendidikan, kesehatan, dan fasilitas umum yang memiliki keterbatasan sampel. Kinerja ruas jalan dianalisis melalui perhitungan volume lalu lintas, kapasitas jalan, dan derajat kejenuhan berdasarkan Pedoman Kapasitas Jalan Indonesia (PKJI) 2023, sedangkan pengaruh tarikan terhadap kinerja jalan diuji menggunakan analisis regresi linier sederhana antara total tarikan kawasan dan derajat kejenuhan. Hasil penelitian menunjukkan bahwa koridor ini didominasi oleh penggunaan lahan perdagangan dan jasa sebesar 49,69%, diikuti oleh pendidikan sebesar 34,54%. Kategori perdagangan dan jasa menghasilkan tarikan pergerakan tertinggi yang mencapai 5.718,23 smp/jam pada jam puncak siang hari. Kondisi kinerja ruas jalan menunjukkan derajat kejenuhan yang mendekati ambang batas kritis, yakni mencapai nilai 0,77 pada hari kerja. Hasil analisis regresi membuktikan bahwa total tarikan kawasan berpengaruh positif dan signifikan terhadap derajat kejenuhan jalan (R2 = 0,587). Berdasarkan simulasi model, tarikan dari perdagangan dan jasa memberikan dampak penurunan kinerja jalan yang paling masif dengan mendongkrak derajat kejenuhan dari beban dasar 0,659 menjadi 0,725, sedangkan kategori pendidikan (0,662), kesehatan (0,660), dan fasilitas umum (0,659) memiliki pengaruh yang sangat minim terhadap peningkatan kejenuhan jalan.

Traffic congestion along the Jalan Soekarno-Hatta corridor in Malang City has become a transportation issue that continuously escalates each year, with traffic flow conditions classified as having a poor level of service. This congestion is presumably triggered by the dominance of commercial land use along the corridor, generating high trip attraction during peak hours and causing the degree of road saturation to approach a critical threshold. This research aims to examine the influence of land use in the Jalan Soekarno-Hatta corridor on road link performance. The specific objectives include identifying land use characteristics, analyzing movement attraction based on land use types, assessing the performance of the road segment, and analyzing the impact of trip attraction on the road's overall performance. This research employs a correlational quantitative approach, utilizing primary survey methods that include land use observation and traffic counting on 57 sample buildings proportionally distributed from a total population of 142 buildings. The estimation of total trip attraction is calculated using simple linear regression for the trade and services category, and a trip rate approach for the education, health, and public facility categories due to sample limitations. Road link performance is analyzed by calculating traffic volume, road capacity, and the degree of saturation based on the 2023 Indonesian Road Capacity Guidelines (PKJI). Meanwhile, the impact of trip attraction on road performance is examined using simple linear regression analysis between the total zonal attraction and the degree of saturation. The results indicate that this corridor is dominated by trade and services land use at 49.69%, followed by educational land use at 34.54%. The trade and services category generates the highest trip attraction, reaching 5,718.23 pcu/hour during the midday peak hour. The road link performance demonstrates a degree of saturation approaching the critical threshold, reaching a value of 0.77 on weekdays. The regression analysis results prove that the total zonal attraction has a positive and significant effect on the degree of road saturation (R2 = 0.587). Based on the model simulation, trip attraction from the trade and services sector causes the most substantial degradation in road performance, elevating the degree of saturation from a base load of 0.659 to 0.725. Conversely, the education (0.662), health (0.660), and public facility (0.659) categories exert a minimal effect on the increase in road saturation.
