Abstract
Praktik penyediaan perumahan massal di Indonesia, seperti rumah susun sewa, selama ini kerap terjebak dalam model heteronom yang terpusat dan top-down. Pendekatan ini memposisikan penghuni sekadar sebagai penerima manfaat yang pasif, sehingga menghasilkan lingkungan binaan yang kaku dan gagal beradaptasi dengan keragaman kebutuhan dinamis manusia. Mengambil sikap kritis terhadap kegagalan arsitektur formal dalam memberdayakan ekonomi penghuni, perancangan ini menawarkan alternatif rancangan melalui teori Otonomi Perumahan John F.C. Turner dan konsep pemisahan domain Support dan Infill oleh N.J. Habraken. Secara sistematis, proses perancangan digerakkan oleh metodologi Pattern-Based Framework yang merespons konteks kepadatan ekstrem di kawasan Jalan Urip Sumoharjo, Kota Surabaya. Observasi tapak membedah realitas masyarakat secara organik melakukan praktik perombakan ruang awam seperti perluasan, berbagi, dan pemadatan ruang sebagai mekanisme bertahan hidup bagi kelompok pekerja informal, mulai dari pedagang kaki lima hingga pengrajin. Taktik keruangan informal ini kemudian disilangkan dengan parameter keberhasilan lima preseden perumahan partisipatif global untuk merumuskan matriks kriteria rancangan yang berpusat pada nilai guna. Hasil dari sintesis tersebut mewujud dalam sebuah prototipe hunian vertikal hibrida di mana hasil rancangan dibatasi murni sebagai penyedia Platform Pendukung.

The practice of providing mass housing in Indonesia, such as rental apartments, has often been trapped in a centralized, top-down, heteronomous model. This approach positions residents merely as passive beneficiaries, resulting in a rigid built environment that fails to adapt to the diversity of dynamic human needs. Taking a critical stance against the failure of formal architecture in empowering residents economically, this design offers an alternative design through John F.C. Turner's Housing Autonomy theory and the concept of separating Support and Infill domains by N.J. Habraken. Systematically, the design process is driven by the Pattern-Based Framework methodology that responds to the context of extreme density in the Jalan Urip Sumoharjo area, Surabaya City. Site observations dissect the reality of the community organically carrying out public space remodeling practices such as expansion, sharing, and densification of space as a survival mechanism for informal workers, from street vendors to craftsmen. These informal spatial tactics are then crossed with the successful parameters of five global participatory housing precedents to formulate a design criteria matrix centered on use value. The result of this synthesis is realized in a hybrid vertical housing prototype where the design is limited purely as a Support Platform provider.
