Abstract
Kegiatan underwater work services pada industri minyak dan gas bumi lepas pantai memerlukan diving spread yang andal, tersedia, dan memenuhi standar keselamatan operasi. Perusahaan Jasa Pekerjaan Bawah Air menghadapi keterbatasan diving spread internal yang laik operasi sehingga masih bergantung pada penyewaan eksternal, sementara perusahaan memiliki aset diving spread non-performance yang berpotensi direvitalisasi. Penelitian ini bertujuan menyusun model pengambilan keputusan untuk memilih alternatif antara penyewaan dan revitalisasi diving spread non-performance milik Perusahaan Jasa Pekerjaan Bawah Air. Penelitian dilakukan melalui inventarisasi aset, assessment teknis berbasis standar IMCA, FMEA dengan agregasi arithmetic mean, matriks risiko dan diagram Pareto, Cost-Benefit Analysis, Analytic Hierarchy Process, uji pembanding SpiceLogic, serta analisis sensitivitas. Hasil assessment menunjukkan komponen utama masih tersedia secara fisik, tetapi mayoritas belum sepenuhnya memenuhi persyaratan teknis dan keselamatan sehingga dikategorikan Partially Comply. Hasil FMEA mengidentifikasi 11 mode kegagalan yang seluruhnya berada pada Kategori III Moderate berdasarkan Pedoman Pengelolaan HSSE Berbasis Risiko Perusahaan. RPN tertinggi adalah korosi dan degradasi integritas struktur/peralatan sebesar 40, diikuti penurunan performa breathing gas supply system sebesar 32, serta akurasi instrumen dan alat ukur, pemeliharaan preventif, spare part, serta dokumentasi masing-masing sebesar 27. Diagram Pareto menunjukkan 8 mode kegagalan prioritas dengan kontribusi kumulatif 77,08%. Hasil CBA menunjukkan revitalisasi menghasilkan net benefit Rp 5.017.362.841, benefit-cost ratio 5,78, profit margin 82,69%, dan capital avoidance Rp 17.875.000.000 atau 94,45%. Hasil AHP menunjukkan revitalisasi memperoleh bobot akhir 0,79867, sedangkan penyewaan 0,20133. Uji pembanding SpiceLogic dan sensitivitas mendukung konsistensi keputusan. Dengan demikian, revitalisasi diving spread non-performance direkomendasikan sebagai alternatif terbaik untuk mendukung availability operasional, pengendalian risiko, dan efisiensi biaya proyek underwater work services Perusahaan Jasa Pekerjaan Bawah Air.

Underwater work services activities in the offshore oil and gas industry require reliable, available diving spreads that meet operational safety standards. Underwater Work Services Company faces limited operationally viable internal diving spreads, thus still relying on external leasing, while the company has non-performing diving spread assets that have the potential to be revitalized. This study aims to develop a decision-making model to choose an alternative between leasing and revitalizing Underwater Work Services Company’s non-performing diving spreads. The study was conducted through asset inventory, IMCA-based technical assessment, FMEA with arithmetic mean aggregation, risk matrix and Pareto diagram, Cost-Benefit Analysis, Analytic Hierarchy Process, SpiceLogic benchmarking, and sensitivity analysis. The assessment results show that the main components are still physically available, but the majority have not fully met the technical and safety requirements so they are categorized as Partially Comply. The FMEA results identified 11 failure modes, all of which are in Category III Moderate based on the Company's Risk- Based HSSE Management Guidelines. The highest RPN is corrosion and degradation of structural/equipment integrity at 40, followed by a decrease in the performance of the breathing gas supply system at 32, and the accuracy of instruments and measuring tools, preventive maintenance, spare parts, and documentation at 27 each. The Pareto diagram shows 8 priority failure modes with a cumulative contribution of 77.08%. The CBA results show that revitalization produces a net benefit of IDR 5,017,362,841, a benefit-cost ratio of 5.78, a profit margin of 82.69%, and capital avoidance of IDR 17,875,000,000 or 94.45%. The AHP results show that revitalization obtains a final weight of 0.79867, while leasing is 0.20133. SpiceLogic and sensitivity comparison tests support the consistency of the decision. Thus, revitalization of non-performance diving spread is recommended as the best alternative to support operational availability, risk control, and cost efficiency of the Underwater Work Services Company’s project
