Abstract

PT Pertamina Marine Engineering (PME) mengelola persediaan suku cadang dan material pemeliharaan untuk peralatan pada fungsi Under Water Services (UWS) yang bernilai tinggi namun berpola permintaan tidak teratur, sehingga berisiko menimbulkan kelebihan biaya persediaan sekaligus kekurangan stok. Penelitian ini bertujuan menentukan kebijakan pengendalian persediaan yang paling efisien secara biaya dengan tetap mempertahankan service level 95%. Data yang digunakan adalah data historis pemakaian selama 36 bulan atas 12 item. Pola permintaan diklasifikasikan menggunakan indikator ADI dan CV² (metode SBC), yang menunjukkan 91,67% item berpola lumpy dan 8,33% berpola smooth. Peramalan dilakukan dengan metode Croston untuk item lumpy dan Single Exponential Smoothing untuk item smooth. Klasifikasi kepentingan material menggunakan Ng Model (kriteria nilai pemakaian, harga, dan lead time) menghasilkan 2 item Kelas A, 4 item Kelas B, dan 6 item Kelas C. Parameter dan total biaya persediaan kemudian dihitung untuk kebijakan Continuous Review (s,Q) dan Periodic Review (R,s,S) dengan periode tinjauan 4 dan 6 bulan. Keandalan kebijakan divalidasi melalui back-test terhadap permintaan aktual untuk memastikan service level realisasi ≥ 95%. Hasil perbandingan menunjukkan kebijakan Periodic Review R=6 menghasilkan total biaya persediaan terendah (Rp156,5 juta), diikuti R=4 (Rp158,0 juta) dan (s,Q) (Rp174,7 juta). Setelah penambahan cadangan pengaman pada item ber-lonjakan, seluruh item mencapai service level ≥95% pada ketiga kebijakan, dan Periodic Review R=6 memberikan total biaya terendah sehingga direkomendasikan untuk seluruh item. menyimpulkan bahwa penerapan Periodic Review, khususnya R=6, dapat meningkatkan efisiensi biaya persediaan suku cadang UWS tanpa menurunkan tingkat pelayanan

PT Pertamina Marine Engineering (PME) manages spare parts and maintenance material inventory for equipment in its Under Water Services (UWS) function, which is high in value yet exhibits irregular demand, creating the risk of both excess inventory cost and stockouts. This study aims to determine the most cost-efficient inventory control policy while maintaining a 95% service level. The study uses 36 months of historical usage data covering 12 items. Demand patterns are classified using the ADI and CV² indicators (SBC method), showing that 91.67% of items are lumpy and 8.33% are smooth. Forecasting is performed using Croston's method for lumpy items and Single Exponential Smoothing for the smooth item. Material importance is classified using the Ng Model (usage value, price, and lead time criteria), resulting in 2 Class A, 4 Class B, and 6 Class C items. Inventory parameters and total costs are then computed for the Continuous Review (s,Q) and Periodic Review (R,s,S) policies with review periods of 4 and 6 months. Policy reliability is validated through a back-test against actual demand to ensure a realized service level of ≥ 95%. The comparison shows that the Periodic Review R=6 policy yields the lowest total inventory cost (IDR 156.5 million), followed by R=4 (IDR 158.0 million) and (s,Q) (IDR 174.7 million). After adding safety buffers to spiky items, all items reach a ≥95% service level under the three policies, and Periodic Review R=6 yields the lowest total cost and is recommended for all items. The study concludes that applying a Periodic Review policy, particularly R=6, can improve the inventory cost efficiency of UWS spare parts without lowering the service level.
