Abstract
Penyelesaian klaim Slow Speed dan Over Bunker (SSOB) pada kapal tanker time charter secara konvensional masih bergantung pada laporan manual kapal dan korespondensi administratif seperti pembuktian pengaruh cuaca laut, sehingga prosesnya memakan waktu panjang. Penelitian ini bertujuan mengembangkan dan mengevaluasi metodologi digital berbasis integrasi data Automatic Identification System (AIS) dan data cuaca untuk mempercepat serta meningkatkan objektivitas evaluasi klaim SSOB. Metode penelitian mencakup rekonstruksi lintasan dan kecepatan kapal dari data AIS, pemetaan spasial-temporal data AIS terhadap data cuaca Weatherbit yang divalidasi terhadap data BMKG, serta penerapan good weather filtering berbasis Skala Beaufort sesuai ketentuan. Data yang digunakan meliputi 411 klaim SSOB historis Pertamina International Shipping serta dua studi kasus voyage kapal tipe Small I dan Large Range. Hasil penelitian menunjukkan bahwa rata-rata lama penyelesaian klaim dengan metode eksisting mencapai 246,32 hari, validasi Weatherbit terhadap BMKG menghasilkan Hit Rate 54,01% tanpa False Alarm, dan penerapan metodologi digital diestimasikan mampu mengurangi Lama Sanggahan sebesar 25–30 hari per klaim. Kontribusi utama penelitian ini adalah integrasi data AIS dan data cuaca digital untuk good weather filtering dalam evaluasi klaim SSOB, validasi Weatherbit terhadap BMKG sebagai alat penyaringan awal yang konservatif, serta kerangka percepatan proses penyelesaian klaim SSOB pada skema time charter, dengan konfirmasi BMKG tetap diperlukan untuk klaim yang bersifat sengketa

The settlement of Slow Speed and Over Bunker (SSOB) claims for tanker vessels operating under time charter agreements conventionally relies on manual ship reports and administrative correspondence, particularly in proving the influence of sea weather conditions, making the process lengthy and prone to subjectivity. This study aims to develop and evaluate a digital methodology based on the integration of Automatic Identification System (AIS) data and weather data to accelerate and improve the objectivity of SSOB claim evaluation.The method comprises the reconstruction of vessel trajectories and speeds from AIS data, the spatial–temporal matching of AIS data with Weatherbit weather data validated against BMKG data, and the application of good weather filtering based on the Beaufort scale in accordance with contractual provisions. The datasets consist of 411 historical SSOB claims of Pertamina International Shipping and two voyage case studies of Small I and Large Range tankers. The results show that the average claim settlement time under the existing method reaches 246.32 days, the validation of Weatherbit against BMKG yields a Hit Rate of 54.01% with no False Alarm, and the application of the digital methodology is estimated to reduce the rebuttal period by 25–30 days per claim. The main contributions of this study are the integration of AIS and digital weather data for good weather filtering in SSOB claim evaluation, the validation of Weatherbit against BMKG as a conservative preliminary screening tool, and a framework for accelerating SSOB claim settlement under time charter schemes, with BMKG confirmation still required for disputed claims
