Abstract
Perpustakaan Bank Indonesia Jawa Timur merupakan perpustakaan khusus yang menempati bangunan cagar budaya dan berperan sebagai ruang literasi publik di Surabaya. Namun, kondisi interior eksisting belum sepenuhnya mendukung kebutuhan pengguna akibat keterbatasan furnitur belajar, penataan layout yang kurang efisien, serta sistem signage yang belum informatif dan mudah terlihat. Perancangan ini bertujuan menghasilkan interior perpustakaan yang berorientasi pada pengguna dengan tetap mempertahankan karakter bangunan cagar budaya. Metode yang digunakan adalah Double Diamond Design Thinking melalui tahap discover, define, develop, dan deliver. Data diperoleh melalui observasi, wawancara, analisis pengguna, studi aktivitas, empathy map, dot voting, decision matrix, dan value proposition. Konsep Library as a Place diterapkan melalui aspek information and services, reading and study, relaxation, wisdom, heritage, dan community. Hasil perancangan berupa penataan layout berdasarkan aktivitas pengguna, penyediaan area belajar individu dan komunal, penggunaan furnitur ergonomis dan nonpermanen, pengembangan signage zona dan koleksi, serta penerapan teknologi smart building. Karakter Art Deco diterapkan melalui bentuk geometris, komposisi simetris, aksen warna, dan adaptasi elemen arsitektur eksisting. Hasil tersebut membentuk perpustakaan sebagai ruang publik edukatif yang nyaman, informatif, adaptif, dan tetap menghargai nilai historis bangunan.

The Bank Indonesia Library of East Java is a special library located within a heritage building and serves as a public literacy space in Surabaya. However, the existing interior conditions do not fully support user needs due to limited learning furniture, inefficient spatial layout, and a signage system that is neither sufficiently informative nor easily visible. This design project aims to create a user-oriented library interior while preserving the character of the heritage building. The method employed is the Double Diamond Design Thinking approach, consisting of the discover, define, develop, and deliver stages. Data were collected through observation, interviews, user analysis, activity studies, empathy mapping, dot voting, decision matrices, and value propositions. The Library as a Place concept was implemented through the aspects of information and services, reading and study, relaxation, wisdom, heritage, and community. The design outcomes include spatial planning based on user activities, the provision of individual and communal learning areas, the use of ergonomic and non-permanent furniture, the development of zone and collection signage, and the application of smart building technology. Art Deco characteristics were incorporated through geometric forms, symmetrical compositions, accent colors, and adaptations of existing architectural elements. These outcomes establish the library as a comfortable, informative, adaptive, and educational public space that continues to respect the historical value of the building.
