Abstract
Kawasan Strategis Pariwisata Nasional (KSPN) Bali–Nusra memiliki potensi besar dalam mendukung pertumbuhan sektor pariwisata, tetapi masih terkendala oleh konektivitas dan aksesibilitas transportasi laut antarpulau. Penelitian ini bertujuan menganalisis kondisi eksisting aksesibilitas transportasi laut, pengaruhnya terhadap Produk Domestik Regional Bruto (PDRB) sektor pariwisata, mengevaluasi implementasi kapal hydrofoil, serta menentukan bentuk intervensi pemerintah melalui alokasi Dana MoU. Metode yang digunakan meliputi analisis indeks aksesibilitas, analisis ekonomi regional, simulasi diskrit, dan analisis investasi pada empat skenario implementasi hydrofoil, yaitu Port to Port–All Route, Multiport–All Route, Port to Port–Profit Route, dan Multiport–Profit Route. Pada kondisi eksisting, Bali memiliki indeks aksesibilitas tertinggi (0,052), diikuti NTB (0,027) dan NTT (0,006), dengan hubungan yang sangat kuat terhadap PDRB (R² = 0,96). PDRB sektor pariwisata Bali mencapai Rp42.497 miliar, sedangkan NTB dan NTT masing-masing Rp7.777 miliar dan Rp4.344 miliar. Melalui penelitian ini, implementasi hydrofoil menunjukkan potensi dengan skenario terbaik yang menghasilkan nilai Indeks Efektivitas Investasi (IEI) masing-masing sebesar 4,00; 4,83; 4,68; dan 5,41, dengan kebutuhan intervensi pemerintah sebesar Rp1,65 triliun; Rp1,21 triliun; Rp1,21 triliun; dan Rp1,11 triliun. Namun, apabila dibandingkan dengan implementasi fastboat, seluruh skenario hydrofoil masih menghasilkan IEI Ratio di bawah satu, sehingga manfaat tambahan yang diperoleh belum sebanding dengan besarnya investasi dan kebutuhan infrastruktur yang diperlukan.

The Bali–Nusa Tenggara National Tourism Strategic Area (KSPN Bali–Nusra) has significant potential to support the growth of Indonesia’s tourism sector. However, its development is constrained by limited inter-island maritime connectivity and accessibility. This study aims to analyze the existing condition of maritime transportation accessibility and its influence on the Gross Regional Domestic Product (GRDP) of the tourism sector, evaluate the implementation of hydrofoil vessels, and determine the appropriate form of government intervention through the allocation of the MoU Fund. The research employs accessibility index analysis, regional economic analysis, discrete-event simulation, and investment analysis under four hydrofoil implementation scenarios: Port-to-Port–All Route, Multiport–All Route, Port-to-Port–Profit Route, and Multiport–Profit Route. Under existing conditions, Bali records the highest accessibility index (0.052), followed by West Nusa Tenggara (0.027) and East Nusa Tenggara (0.006), with accessibility exhibiting a very strong relationship with tourism GRDP (R² = 0.96). The tourism GRDP of Bali reaches IDR 42.497 trillion, while West Nusa Tenggara and East Nusa Tenggara contribute IDR 7.777 trillion and IDR 4.344 trillion, respectively. The findings indicate that hydrofoil implementation has the potential to improve regional accessibility, with the best scenarios producing Investment Effectiveness Index (IEI) values of 4.00, 4.83, 4.68, and 5.41, requiring government intervention of IDR 1.65 trillion, IDR 1.21 trillion, IDR 1.21 trillion, and IDR 1.11 trillion, respectively. However, compared with fastboat implementation, all hydrofoil scenarios yield an IEI Ratio below 1, indicating that the additional benefits are not yet proportional to the higher investment costs and infrastructure requirements.
