Abstract
Sistem Drainase Kalibokor di Kota Surabaya rentan mengalami genangan akibat terbatasnya kapasitas tampungan serta penyempitan saluran kritis sebesar 70–80% dari lebar normal. Kondisi ini diperparah oleh ketergantungan pada rumah pompa eksisting (Pucang Anom, Araya, dan Kejawan Kalibokor) yang belum beroperasi secara optimal saat banjir rencana periode ulang 25 tahun (Q25). Penelitian ini bertujuan untuk menganalisis kondisi eksisting Sistem Drainase Kalibokor, merencanakan upaya pengendalian banjir dan pengoperasian pompa, serta mengevaluasi besarnya reduksi genangan yang dihasilkan menggunakan pemodelan EPA-SWMM. Metode yang digunakan meliputi analisis hidrologi debit banjir rencana, analisis hidraulika penampang, serta pemodelan simulasi. Hasil analisis menunjukkan bahwa pada kondisi eksisting, operasional Rumah Pompa Araya dan Kejawan Kalibokor menyebabkan penurunan muka air berlangsung relatif lambat. Melalui penyesuaian pola operasi dan peningkatan kapasitas pompa menjadi 3 m³/detik pada Rumah Pompa Araya serta 5 m³/detik pada Rumah Pompa Kejawan Kalibokor, dan normalisasi saluran sekunder, kinerja sistem drainase dalam mengalirkan limpasan ditingkatkan. Lebih lanjut, pemodelan kombinasi antara peningkatan kapasitas pompa dan normalisasi saluran sekunder memberikan reduksi genangan sebesar 10,00%, dibandingkan skenario peningkatan kapasitas pompa pada Rumah Pompa Araya dan Kejawan Kalibokor yang hanya menghasilkan reduksi sebesar 8,62%.

The Kalibokor Drainage System in Surabaya City is vulnerable to inundation due to limited storage capacity and critical channel narrowing of 70–80% compared to its normal width. This condition is aggravated by reliance on existing pump houses (Pucang Anom, Araya, and Kejawan Kalibokor) that do not operate optimally during the 25-year return period design flood (Q25). This study aims to analyze both existing and planned pump operation patterns, as well as formulate mitigation scenarios through the integration of pump capacity enhancement and channel normalization using EPA-SWMM modeling. The methodology encompasses hydrological analysis for design flood discharge, hydraulic cross-sectional evaluation, and dynamic flow simulation modeling. The results indicate that under existing conditions, the operations of the Araya and Kejawan Kalibokor Pump Houses lead to a relatively slow drawdown of water levels. By adjusting operational patterns and upgrading pump capacities to 3 m³/s at the Araya Pump House and 5 m³/s at the Kejawan Kalibokor Pump House, the water level drawdown time is accelerated back to normal within 8 hours (480 minutes), while saving pumping operational duration by 1.70 to 6.00 hours. Furthermore, the combined scenario modeling integrating pump capacity enhancement and secondary channel normalization—proves to be the most effective strategy, achieving an inundation reduction of 10.00%, compared to the pump capacity upgrade scenario alone, which yields an 8.62% reduction
