Abstract

Keterjangkauan spasial terhadap layanan transportasi publik merupakan indikator penting dalam mewujudkan sistem perkotaan yang berkelanjutan dan berkeadilan. BRT Trans Semarang sebagai tulang punggung transportasi publik Kota Semarang diharapkan mampu menjangkau kawasan permukiman yang menjadi sumber utama bangkitan perjalanan. Namun, evaluasi keterjangkauan terdahulu masih menggunakan pendekatan buffer berbasis radius garis lurus sehingga cakupan layanan yang dihasilkan belum merepresentasikan aksesibilitas yang sesungguhnya. Oleh karena itu, evaluasi dilakukan untuk mengukur tingkat keterjangkauan halte BRT Semarang terhadap kawasan permukiman. Keterjangkauan halte dianalisis menggunakan metode Network Analysis Service Area dengan batas jarak tempuh berjalan kaki 400 meter berbasis jaringan jalan. Penentuan lokasi halte baru difokuskan pada kawasan yang tidak terlayani dengan menggunakan metode Location-Allocation model Minimize Facilities. Hasil analisis menunjukkan bahwa dari total 11.978,08 Ha kawasan permukiman di Kota Semarang, halte eksisting BRT Trans Semarang hanya melayani 46,68% (5.590,87 Ha) sedangkan 53,32% (6.387,21 Ha) kawasan permukiman masih belum terlayani. Berdasarkan pemodelan, ditentukan 15 lokasi halte baru yang tersebar di Koridor 2, Koridor 5, Koridor 6, dan Feeder 2-A yang mampu mengakomodasi permintaan sebesar 14.172 jiwa. Penambahan 15 halte baru tersebut mampu meningkatkan cakupan layanan kawasan permukiman menjadi 47,58% (5.700,29 Ha) atau mengalami peningkatan sebesar 0,90% (106,86 Ha). Prioritas pengembangan berada pada area dengan potensi permintaan tertinggi seperti Koridor 5 segmen PRPP-Meteseh. Kesimpulan yang diperoleh adalah penambahan halte pada koridor eksisting mampu mengoptimalkan keterjangkauan, namun peningkatannya masih dibatasi oleh cakupan rute jaringan yang ada. =======================================================================================================================================
Spatial accessibility to public transportation services is an important indicator in achieving a sustainable and equitable urban transportation system. BRT Trans Semarang, as the backbone of public transportation in Semarang City, is expected to serve residential areas that constitute the primary source of travel demand. However, previous accessibility evaluations have still employed a buffer approach based on Euclidean distance, resulting in service coverage that does not accurately represent actual accessibility. Therefore, an evaluation was conducted to assess the accessibility of BRT Trans Semarang bus stops to residential areas. Bus stop accessibility was analyzed using the Network Analysis Service Area method with a 400-meter walking distance threshold based on the road network. The determination of new bus stop locations was focused on underserved areas using the Location-Allocation Minimize Facilities model. The analytical results indicate that, out of a total of 11,978.08 hectares of residential areas in Semarang City, the existing BRT Trans Semarang bus stops serve only 46.68% (5,590.87 hectares), while 53.32% (6,387.21 hectares) of residential areas remain underserved. Based on the spatial modeling, 15 new bus stop locations were identified across Corridor 2, Corridor 5, Corridor 6, and Feeder 2-A, accommodating an estimated demand of 14,172 people. The addition of these 15 new bus stops increases the service coverage of residential areas to 47.58% (5,700.29 hectares), representing an increase of 0.90% (106.86 hectares). Development priorities are focused on areas with the highest potential demand, such as the PRPP-Meteseh segment of Corridor 5. In conclusion, adding bus stops to existing corridors can optimize accessibility, though the extent of this improvement remains constrained by the coverage of the existing network routes.
