Abstract
Armada kapal ferry Ro-Pax di Indonesia masih didominasi kapal berusia tua berbahan bakar fosil yang menghasilkan emisi karbon tinggi. Salah satu upaya dekarbonisasi adalah pemanfaatan hidrogen sebagai bahan bakar alternatif dengan retrofit mesin, namun proses docking menyebabkan kapal tidak dapat beroperasi sehingga berpotensi mengganggu pelayanan lintasan. Penelitian ini bertujuan mengembangkan model perencanaan pola operasi armada selama dan setelah docking retrofit agar kebutuhan lintasan tetap terpenuhi dengan biaya operasional yang minimum. Penelitian menggunakan kombinasi metode Analytical Hierarchy Process (AHP), Simple Additive Weighting (SAW), dan Mixed Integer Linear Programming (MILP). Hasil penelitian menunjukkan empat kapal diprioritaskan untuk menjalani retrofit, yaitu KMP. Portlink V, KMP. Batumandi, KMP. Lakaan, dan KMP. Kalibodri. Model yang dikembangkan mampu memenuhi permintaan pada seluruh 33 lintasan selama proses docking maupun setelah re-deployment, dengan total biaya operasional pascaoptimasi sebesar Rp961 miliar, termasuk biaya re-deployment sebesar Rp5,3 miliar. Implementasi retrofit menghasilkan penurunan emisi CO₂ sebesar 26,48% atau 101.286,47 ton CO₂ per tahun, serta menurunkan biaya emisi sekitar 11,3% dibandingkan kondisi eksisting.

Indonesia's Ro-Pax ferry fleet is predominantly composed of aging vessels powered by fossil fuels, resulting in high carbon emissions. One decarbonization strategy is the adoption of hydrogen as an alternative fuel through engine retrofit. However, the retrofit process requires vessels to undergo docking, preventing them from operating and potentially disrupting route services. This study aims to develop a planning model for Ro-Pax ferry operational patterns during and after retrofit docking to ensure route service continuity while minimizing operational costs. The proposed approach integrates the Analytical Hierarchy Process (AHP), Simple Additive Weighting (SAW), and Mixed Integer Linear Programming (MILP). The results identified four vessels as retrofit priorities, namely KMP. Portlink V, KMP. Batumandi, KMP. Lakaan, and KMP. Kalibodri. The proposed model successfully satisfied demand on all 33 routes during the docking period and after fleet re-deployment, with a total post-optimization operational cost of IDR 961 billion, including IDR 5.3 billion in re-deployment costs. Furthermore, the retrofit implementation reduced CO₂ emissions by 26.48% (101,286.47 tons CO₂ per year) and decreased carbon emission costs by approximately 11.3% compared with the existing operating conditions.
