Abstract

Daerah Irigasi (D.I.) Molek adalah salah satu daerah irigasi di Kabupaten Malang dengan luas lahan baku administratif 3.971 ha, namun secara operasional seluas 3.965 ha, dialiri oleh Bendung Blobo dan Bendung Suplesi Palaan. Berdasarkan Laporan Akhir Penyusunan PAKSI tahun 2024, D.I. Molek mengalami penurunan tingkat pelayanan sistem irigasi yang ditandai rendahnya luas realisasi tanam sebesar 3.672 ha dengan intensitas tanam 214%, diduga akibat menurunnya kondisi fisik jaringan seperti kerusakan lining saluran dan sedimentasi, sehingga menurunkan efisiensi distribusi air dan berdampak pada penurunan keuntungan pertanian. Di sisi lain, rehabilitasi jaringan memerlukan biaya, waktu, dan perencanaan matang, sehingga tidak dapat dilakukan dalam waktu dekat. Maka dari itu, untuk menilai pertimbangan urgensitas rehabilitasi dan apakah kondisi jaringan eksisting masih bisa ditingkatkan melalui pengoptimalan alokasi air, diperlukan dasar teknis dan analisis kuantitatif untuk menggambarkan sejauh mana jaringan eksisting mampu mendistribusikan air dan menghasilkan keuntungan, serta seberapa besar potensi peningkatan keuntungan apabila jaringan direhabilitasi. Penelitian ini menggunakan simulasi alokasi air program dinamik deterministik (DP) dengan variabel tahap berupa 14 unit layanan GHIPPA yang tersusun dari hulu ke hilir. Analisis alokasi air dilakukan pada dua kondisi jaringan, yaitu eksisting dengan efisiensi saluran eksisting hasil pencatatan UPT PSDA Kepanjen, Malang, dan pasca rehabilitasi dengan asumsi efisiensi optimal sesuai KP Irigasi, serta dua pola tata tanam, yaitu PTT Realisasi dan PTT Alternatif yang memaksimalkan luas tanam hingga luas baku sebagai uji batasan keuntungan. Hasil alokasi air metode dinamik deterministik menunjukkan bahwa pada kondisi eksisting dengan PTT Realisasi, keuntungan meningkat sebesar Rp38.481.021 atau 0,02%, dari Rp215.264.273.349 menjadi Rp215.299.760.371, karena distribusi air dibatasi oleh kondisi jaringan eksisting yang ada. Pada kondisi pasca rehabilitasi dengan PTT Realisasi, hasil DP dan non-DP sama, yaitu Rp229.703.577.333, karena peningkatan efisiensi irigasi akibat rehabilitasi sudah mampu memenuhi kebutuhan air secara penuh. Perbandingan antar kondisi jaringan menunjukkan rehabilitasi meningkatkan keuntungan sebesar 6,71% pada PTT Realisasi dan 9,62% pada PTT Alternatif. Selain itu, pada kondisi jaringan eksisting PTT Alternatif, luas lahan yang terairi hasil alokasi air DP mencapai 10.684,18 ha, lebih tinggi dibandingkan 9.416,84 ha pada PTT Realisasi. Temuan ini menunjukkan rehabilitasi jaringan belum mendesak selama acuan operasional masih mengikuti luas pola tata tanam realisasi saat ini, namun rehabilitasi menjadi langkah yang dapat dipertimbangkan apabila seluruh lahan baku ingin dimanfaatkan secara penuh.

The Molek Irrigation Area (DI) is one of the irrigation areas in Malang Regency, with an administrative land area of 3,971 ha, but operationally 3,965 ha, fed by the Blobo Dam and the Palaan Suplesi Dam. Based on the 2024 Final Report for the Preparation of PAKSI (Sub-District Water Supply System), the Molek Irrigation Area experienced a decline in irrigation system service levels, marked by a low realized planted area of 3,672 ha with a planting intensity of 214%. This is suspected to be due to the declining physical condition of the network, such as damage to the canal lining and sedimentation, which reduces water distribution efficiency and impacts agricultural profits. Furthermore, network rehabilitation requires cost, time, and careful planning, making it impractical in the near term. Therefore, to assess the urgency of rehabilitation and whether the existing network can still be improved through optimized water allocation, a technical basis and quantitative analysis are needed to describe the extent to which the existing network is able to distribute water and generate profits, as well as the potential for increased profits if the network is rehabilitated. This study used a dynamic deterministic water allocation program (DP) simulation with stage variables consisting of 14 GHIPPA service units arranged from upstream to downstream. Water allocation analysis was conducted under two network conditions: the existing network with existing channel efficiency recorded by UPT PSDA Kepanjen, Malang, and the post-rehabilitation network, assuming optimal efficiency according to the Irrigation KP. The analysis also included two cropping patterns: the Realized PTT and the Alternative PTT, which maximizes the planted area up to the standard area as a profit limit test. The results of the dynamic deterministic water allocation method indicate that under the existing network with the Realized PTT, profits increased by Rp38,481,021, or 0.02%, from Rp215,264,273,349 to Rp215,299,760,371, as water distribution was limited by existing network conditions. In the post-rehabilitation condition with the Realized PTT, the results of DP and non-DP are the same, at Rp229,703,577,333, because the increase in irrigation efficiency due to rehabilitation has been able to fully meet water needs. Comparison between network conditions shows that rehabilitation increases profits by 6.71% under the Realized PTT and 9.62% under the Alternative PTT. In addition, under the existing network condition with the Alternative PTT, the irrigated land area resulting from DP water allocation reaches 10,684.18 ha, higher than the 9,416.84 ha under the Realized PTT. These findings indicate that network rehabilitation is not urgent as long as the operational reference continues to follow the current realized cropping pattern area, but rehabilitation is a step that can be considered if all standard land is to be fully utilized.
