Abstract

Kawasan pesisir Kabupaten Tuban menghadapi berbagai tekanan akibat abrasi, banjir rob, kenaikan muka air laut, serta perkembangan aktivitas manusia yang berpotensi meningkatkan tingkat kerentanan wilayah. Penelitian ini bertujuan untuk menganalisis tingkat kerentanan desa pesisir Kabupaten Tuban berbasis Multi-Dimensional Vulnerability Index (MDVI) melalui integrasi kerentanan fisik dan sosial-ekonomi. Unit analisis penelitian terdiri atas 40 desa pesisir yang tersebar di Kecamatan Bancar, Tambakboyo, Jenu, Tuban, dan Palang. Analisis kerentanan fisik dilakukan menggunakan Coastal Vulnerability Index (CVI) pada perangkat lunak InVEST Coastal Vulnerability dengan tujuh parameter biofisik dan diklasifikasikan menggunakan Natural Breaks (Jenks). Kerentanan sosial-ekonomi dianalisis menggunakan Socio-Economic Vulnerability Index (SEVI) melalui pendekatan arithmetic mean berdasarkan empat variabel, yaitu kepadatan penduduk, penggunaan lahan, kerapatan jaringan jalan, dan proporsi permukiman, kemudian diklasifikasikan menggunakan Equal Interval. Selanjutnya, nilai CVI dan SEVI dinormalisasi dan diintegrasikan untuk memperoleh MDVI. Hasil analisis menunjukkan bahwa kerentanan fisik (CVI) didominasi kategori rendah hingga sedang, sedangkan kerentanan sosial-ekonomi (SEVI) didominasi kategori tinggi. Integrasi kedua indeks tersebut menghasilkan MDVI dengan distribusi 4 desa (10%) berkategori sangat tinggi, 10 desa (25%) berkategori tinggi, 13 desa (32,5%) berkategori sedang, dan 13 desa (32,5%) berkategori rendah, tanpa adanya desa pada kategori sangat rendah. Kecamatan Tuban memiliki rata-rata MDVI tertinggi, sedangkan Kecamatan Jenu terendah. Desa Karangsari menjadi desa dengan tingkat kerentanan tertinggi, sementara Desa Temaji memiliki tingkat kerentanan terendah.

The coastal areas of Tuban Regency face various pressures due to coastal erosion, tidal flooding, sea-level rise, and human activities that have the potential to increase the region’s vulnerability. This study aims to analyze the vulnerability levels of coastal villages in Tuban Regency based on the Multi-Dimensional Vulnerability Index (MDVI) by integrating physical and socio-economic vulnerabilities. The study’s analysis units consist of 40 coastal villages spread across the subdistricts of Bancar, Tambakboyo, Jenu, Tuban, and Palang. Physical vulnerability analysis was conducted using the Coastal Vulnerability Index (CVI) in the InVEST Coastal Vulnerability software, incorporating seven biophysical parameters and classified using Natural Breaks (Jenks). Socio-economic vulnerability was analyzed using the Socio-Economic Vulnerability Index (SEVI) through an arithmetic mean approach based on four variables population density, land use, road network density, and proportion of settlements and then classified using the Equal Interval method. Next, the CVI and SEVI values were normalized and integrated to obtain the MDVI. The analysis results show that physical vulnerability (CVI) is predominantly in the low to moderate categories, while socioeconomic vulnerability (SEVI) is predominantly in the high category. The integration of these two indices resulted in an MDVI distribution showing that 4 villages (10%) were categorized as “very high,” 10 villages (25%) as “high,” 13 villages (32.5%) as “moderate,” and 13 villages (32.5%) as “low,” with no villages in the “very low” category. Tuban Subdistrict has the highest average MDVI, while Jenu Subdistrict has the lowest. Karangsari Village has the highest vulnerability level, while Temaji Village has the lowest.
