Abstract
Pariwisata bahari di Indonesia memiliki potensi besar untuk dikembangkan melalui operasional kapal pesiar domestik. Namun, pengoperasian kapal pesiar memerlukan perencanaan rute, penjadwalan, dan analisis yang tepat agar operasional kapal dapat berjalan optimal dan menghindari kerugian akibat rendahnya jumlah penumpang. Penelitian ini bertujuan untuk menganalisis potensi operasional kapal pesiar domestik di Indonesia menggunakan metode penjadwalan dinamis berbasis permintaan (demand-driven dynamic scheduling) serta mengevaluasi kelayakan finansial operasional kapal pesiar. Metode penelitian dilakukan melalui analisis supply dan demand. Analisis permintaan menggunakan data wisatawan bahari dengan asumsi potensi pasar dari total wisatawan bahari yang dibagi ke dalam kondisi high season, mid season, dan low season. Penjadwalan dilakukan pada tiga rute pelayaran reguler, yaitu Rute 1 (Bali–Labuan Bajo–Lombok–Bali), Rute 2 (Bali–Jakarta–Semarang–Surabaya–Bali), Rute 3 (Bali–Sorong–Makassar–Bali) dan sepuluh rute Kharisma Event Nusantara dari Kementrian Pariwisata. Analisis finansial dihitung berdasarkan total revenue dan total cost yang terdiri dari fixed cost dan variable cost. Hasil penelitian menunjukkan bahwa metode penjadwalan dinamis mampu menyesuaikan keberangkatan kapal dengan potensi permintaan penumpang pada setiap musim. Berdasarkan analisis terhadap 16 alternatif kapal pesiar, kapal AZAMARA JOURNEY menjadi kapal terpilih dengan keuntungan tahunan (annual profit) tertinggi sebesar Rp114.461.582.861 Miliyar Rupiah dalam 60 kali voyage dalam setahun. Tingginya profitabilitas kapal didukung oleh kelengkapan fasilitas komersial di atas kapal seperti teater, kafe, restoran, salon, dan toko barang mewah yang mampu meningkatkan pendapatan tambahan selama operasional kapal berlangsung.

Marine tourism in Indonesia has significant potential for development through domestic cruise ship operations. However, cruise ship operations require precise route planning, scheduling, and analysis to ensure optimal ship operations and avoid losses due to low passenger numbers. This study aims to exploit the operational potential of domestic cruise ships in Indonesia using a demand-driven dynamic scheduling method and to establish the financial viability of cruise ship operations. The research method used is a supply and demand analysis. The demand analysis uses marine tourist data, assuming a market potential of total marine tourists divided into high, mid-season, and low-season conditions. The scheduling was carried out on three regular cruise routes: Route 1 (Bali–Labuan Bajo–Lombok–Bali), Route 2 (Bali–Jakarta–Semarang–Surabaya–Bali), Route 3 (Bali–Sorong–Makassar–Bali), and ten national event routes based on the Ministry of Tourism's National Economic Recovery (KEN). The financial analysis was calculated based on total revenue and total costs, consisting of fixed and variable costs. The research results show that the dynamic scheduling method is able to adjust ship departures to potential passenger demand in each season. Based on an analysis of 16 alternative shipping vessels, the AZAMARA JOURNEY vessel was selected as the vessel with the highest annual profit of Rp114.461.582.861. The high profitability of the vessel is supported by the complete commercial facilities on board such as a theater, bar, restaurant, spa, and luxury shops that are able to increase additional income during the ship's operation.
