Abstract
Kebijakan zonasi PPDB di Kota Surabaya terkendala ketimpangan antara ketersediaan 22 SMAN dan 13 SMKN dengan tingginya populasi usia sekolah, menyebabkan Angka Partisipasi Sekolah dan Angka Partisipasi Murni berada di bawah rata-rata provinsi. Penelitian ini bertujuan mengevaluasi pemerataan layanan pendidikan dan merumuskan arahan lokasi unit sekolah baru secara optimal berbasis Sistem Informasi Geografis (SIG). Pendekatan kuantitatif keruangan dilakukan melalui tiga tahapan, yaitu pemetaan jangkauan layanan dengan metode Network Analysis radius 3.000 meter, evaluasi kecukupan fasilitas dengan metode Supply-Demand Ratio dengan dua Skenario (Kondisi Eksisting dan Intensifikasi Kapasitas), serta pemodelan Location Allocation untuk menentukan lokasi sekolah SMAN/SMKN baru. Hasil analisis menunjukkan ketimpangan spasial jangkauan layanan, mulai dari 77% di Zona 1 hingga hanya 50% di Zona 3. Seluruh wilayah zonasi mengalami defisit daya tampung (Ddfi < 1), dengan kesenjangan tertinggi di Zona 2 (defisit 34.074 jiwa). Untuk menutupi defisit, Skenario 1 memproyeksikan kebutuhan 90 unit sekolah baru, yang berhasil ditekan menjadi 77 unit pada Skenario 2 melalui optimalisasi kapasitas eksisting. Kendala ketersediaan lahan faktual menyebabkan pemodelan hanya mampu merealisasikan 60 lokasi usulan pada Skenario 1 dan 50 lokasi pada Skenario 2, dengan peningkatan daya serap populasi maksimal mencapai 82,73%.

The New Student Admission (PPDB) zoning policy in Surabaya City is constrained by the disparity between the availability of 22 public senior high schools (SMAN) and 13 public vocational high schools (SMKN) and the high school age population, causing the School Enrollment Rate and Net Enrollment Rate to fall below the provincial average. This study aims to evaluate the equity of educational services and formulate optimal location directives for new school units based on Geographic Information Systems (GIS). A spatial quantitative approach was conducted through three stages, namely mapping the service coverage using the Network Analysis method with a 3,000-meter radius, evaluating facility adequacy using the Supply-Demand Ratio method under two scenarios (Existing Conditions and Capacity Intensification), and utilizing Location-Allocation modeling to determine the locations of new SMAN/SMKN schools. The analysis results indicate spatial inequality in service coverage, ranging from 77% in Zone 1 to only 50% in Zone 3. All zoning areas experience a capacity deficit (Ddfi < 1), with the highest gap in Zone 2 (a deficit of 34,074 people). To cover the deficit, Scenario 1 projects a need for 90 new school units, which is successfully reduced to 77 units in Scenario 2 through the optimization of existing capacities. Factual land availability constraints limit the modeling to realize only 60 proposed locations in Scenario 1 and 50 locations in Scenario 2, with a maximum population absorption increase reaching 82.73%.
