Abstract

Kawasan pesisir semakin menghadapi tekanan akibat perubahan lingkungan dan konflik sosial-spasial. Di Desa Gersik Putih, Kabupaten Sumenep, abrasi pantai dan konflik kepentingan terkait reklamasi lahan memunculkan pertentangan antara masyarakat, pemerintah, dan investor yang mengancam ketahanan ekologi serta keberlanjutan mata pencaharian masyarakat pesisir. Perancangan ini bertujuan mengembangkan strategi arsitektur yang mengintegrasikan adaptasi lingkungan dan negosiasi sosial melalui rancangan permukiman pasar pesisir. Perancangan menggunakan Radical Landscape sebagai paradigma untuk memahami lanskap pesisir yang terus berubah, dengan konflik pesisir diposisikan sebagai fenomena sosial-spasial akibat perubahan lingkungan, penggunaan lahan, dan perbedaan kepentingan. Konsensus digunakan sebagai prinsip negosiasi, sedangkan Strategic Choice Approach (SCA) sebagai kerangka pengambilan keputusan dalam kondisi dinamis dan tidak pasti. Metode yang digunakan adalah pendekatan kualitatif melalui observasi lapangan, wawancara pemangku kepentingan, behaviour mapping, analisis tapak, dan sintesis literatur.
Hasil perancangan berupa permukiman pasar pesisir yang terdiri dari community center sebagai platform formal konsensus, pasar sebagai ruang interaksi ekonomi sehari-hari, dan hunian sebagai lingkungan pendukung kehidupan masyarakat. Ketiganya membentuk sistem ruang adaptif yang mendukung kegiatan ekonomi, interaksi sosial, dan proses negosiasi yang berkelanjutan. Perancangan ini menunjukkan bahwa arsitektur dapat berperan sebagai mediator antara dinamika ekologi dan kepentingan sosial, serta menawarkan model pengembangan kawasan pesisir yang tangguh dan berbasis konsensus.

Coastal communities are increasingly dealing with overlapping environmental transition and socio-spatial conflict. In Gersik Putih Village, Sumenep Regency, coastal abrasion and competing interests over land reclamation have generated tensions between local communities, government authorities, and investors, threatening both ecological resilience and local livelihoods. This project aims to develop an architectural strategy that integrates environmental adaptation with social negotiation through the design of a coastal market settlement. The design uses Radical Landscape as a paradigm for understanding the continuously changing coastal landscape, while coastal conflict is positioned as a socio-spatial phenomenon resulting from environmental change, land-use transformation, and competing interests. Consensus functions as the principle of negotiation, while the Strategic Choice Approach (SCA) provides a decision-making framework under dynamic and uncertain conditions. Site observation, stakeholder interviews, behavior mapping, spatial analysis, and literature synthesis are used to implement a qualitative design technique.
The resulting design proposes a coastal market settlement consisting of the community center as the formal consensus platform, the market as the everyday economic interface, and the housing as the supporting residential environment. Together, these components form an adaptive spatial system that supports livelihood activities, social interaction, and continuing negotiation. This project demonstrates that architecture can act as a mediator between ecological dynamics and social interests, offering a contextual model for resilient and consensus-oriented coastal development.
