Abstract
Perkembangan wilayah Kabupaten Wonogiri menimbulkan dampak pada tingginya fluktuasi kebutuhan air untuk sektor domestik maupun pertanian. Kondisi iklim yang dinamis memicu ketidakseimbangan ketersediaan air, di mana ketersediaan air melimpah pada musim penghujan namun mengalami defisit signifikan pada musim kemarau. Bendungan Pidekso memiliki kapasitas tampungan 25 juta m3 dirancang untuk menyuplai air baku 300 lt/dt dan melayani Daerah Irigasi Pidekso seluas 1493 Ha. Rencana pemanfaatan lahan tadah hujan menjadi lahan pertanian produktif sepanjang tahun berpotensi memicu kekurangan pasokan air. Oleh karena itu, penelitian ini bertujuan mengevaluasi tingkat keandalan alokasi air Bendungan Pidekso dalam memenuhi seluruh target layanan, termasuk tinjauan proyeksi kebutuhan hingga tahun 2035. Tahapan perhitungan dalam penelitian ini meliputi analisis hidrologi, ketersediaan air, simulasi neraca air, dan optimasi keandalan. Analisis ketersediaan air (inflow) dihitung menggunakan metode F.J. Mock. Kebutuhan air dievaluasi berdasarkan proyeksi kebutuhan air baku Masyarakat hingga tahun 2035 serta kebutuhan air irigasi rencana operasional lahan pertanian. Guna mengatasi potensi defisit, dilakukan pemodelan optimasi alokasi air menggunakan pendekatan Program Linear (Linear Programming) dengan memanfaatkan Add-ins Solver pada Microsoft Excel. Fungsi tujuan dari optimasi ini adalah meminimalkan total defisit air guna memaksimalkan pemenuhan dan persentase keandalan operasional waduk. Dari hasil analisis didapatkan hasil yang paling optimal alternatif satu dengan mulai tanam pada bulan Oktober periode II dengan pola tanam padi-padi-palawija, memenuhi kebutuhan air baku sebesar 331 lt/dt. Tingkat keandalan bendungan untuk melayani irigasi dan air baku sebesar 100%. Keandalan waduk dalam mereduksi banjir pada Q50 sebesar 52,62%, Q100 sebesar 52,02%, Q1000 sebesar 50,59%, dan Qpmp sebesar 44,79%.

Regional development in Wonogiri Regency has led to highly fluctuating water demands for both the domestic and agricultural sectors. Dynamic climatic conditions trigger an imbalance in water availability, where water is abundant during the rainy season but experiences significant deficits during the dry season. Pidekso Dam, with a storage capacity of 25 million m³, is designed to supply 300 L/s of raw water and serve the 1493 Ha Pidekso Irrigation Area. The plan to convert rainfed land into year-round productive agricultural land has the potential to trigger water supply shortages. Therefore, this study aims to evaluate the reliability level of Pidekso Dam's water allocation in meeting all service targets, including a review of projected demands up to the year 2035. The calculation stages in this study included hydrological analysis, water availability assessment, water balance simulation, and reliability optimization. Water availability (inflow) was calculated using the F.J. Mock method. Water demand was evaluated based on the projected public raw water requirements up to 2035 and the irrigation water needs for planned agricultural operations. To address potential deficits, water allocation optimization modeling was conducted using a Linear Programming approach utilizing the Solver Add-in in Microsoft Excel. The objective function of this optimization was to minimize the total water deficit in order to maximize demand fulfillment and the percentage of reservoir operational reliability. The analysis results indicate that the most optimal outcome is Alternative 1, which initiates the planting season in the second period of October (October Period II) using a rice-rice-secondary crops cropping pattern, fulfilling a raw water demand of 331 L/s. Under this scenario, the dam's reliability level for serving irrigation and raw water reaches 100%. Furthermore, the reservoir's reliability in flood reduction is 52,62% for Q50, 52,02% for Q100, 50,59% for Q1000, and 44,79% for Qpmp.
