Abstract
Gangguan teknis yang menyebabkan downtime kapal secara tidak terjadwal merupakan tantangan yang berbiaya tinggi bagi operator kapal tanker. Meskipun International Safety Management (ISM) Code mewajibkan penerapan Planned Maintenance System (PMS), efektivitas praktisnya sangat bergantung pada faktor manusia dan organisasi—khususnya kompetensi teknis awak kapal dan kepatuhan terhadap SOP. Penelitian ini bertujuan untuk menentukan bobot prioritas kriteria yang memengaruhi efektivitas PMS serta mengidentifikasi intervensi strategis untuk mengurangi downtime armada kapal tanker. Pendekatan campuran kualitatif–kuantitatif berbasis Multi-Criteria Decision Making (MCDM), khususnya Analytic Hierarchy Process (AHP), digunakan untuk menyusun hierarki keputusan empat tingkat. Data perbandingan berpasangan dikumpulkan dari 7–10 pakar operasional dan manajerial di bidang operasi kapal tanker. Penilaian para pakar diagregasi menggunakan metode rata-rata geometrik (geometric mean) dan divalidasi melalui uji rasio konsistensi (CR ≤ 0,10) serta Kendall's Coefficient of Concordance (W ≥ 0,70). Robustivitas hasil selanjutnya diverifikasi melalui analisis sensitivitas One-at-a-Time (OAT) dan analisis sensitivitas ambang batas (threshold). Temuan penelitian mengindikasikan bahwa Kepatuhan Prosedural dan SOP akan menjadi kriteria yang paling dominan, diikuti secara ketat oleh Kompetensi Teknis Awak Kapal. Di antara alternatif strategis, Digitalisasi PMS dan Audit SOP Berkala diproyeksikan sebagai prioritas utama.. Hasil ini dikontekstualisasikan dengan data DNV Maritime Safety Trends (2014–2024) untuk menyelaraskan tantangan yang dihadapi armada kapal tanker dengan pola industri global. Pada akhirnya, penelitian ini memberikan kerangka pendukung keputusan berbasis bukti dan berbobot bagi manajemen armada kapal tanker guna mengoptimalkan intervensi dan meminimalkan downtime operasional armada.

Technical disruptions that cause unscheduled vessel downtime are a costly challenge for tanker operators. Although the International Safety Management (ISM) Code mandates the implementation of a Planned Maintenance System (PMS), its practical effectiveness is highly dependent on human and organizational factors—particularly crew technical competence and adherence to SOPs. This study aims to determine the priority weights of criteria that influence PMS effectiveness and identify strategic interventions to reduce tanker fleet downtime. A mixed qualitative–quantitative approach based on Multi-Criteria Decision Making (MCDM), specifically the Analytic Hierarchy Process (AHP), was used to construct a four-level decision hierarchy. Pairwise comparison data were collected from 7–10 operational and managerial experts in the field of tanker operations. Expert assessments were aggregated using the geometric mean method and validated through consistency ratio tests (CR ≤ 0.10) and Kendall's Coefficient of Concordance (W ≥ 0.70). The robustness of the results was further verified through One-at-a-Time (OAT) sensitivity analysis and threshold sensitivity analysis. The research findings indicate that Procedural Compliance and SOPs will be the most dominant criteria, closely followed by Crew Technical Competence. Among the strategic alternatives, PMS Digitalization and Periodic SOP Audits are projected as top priorities. These results are contextualized with DNV Maritime Safety Trends data (2014–2024) to align the challenges faced by tanker fleets with global industry trends. Ultimately, this research provides an evidence-based and weighted decision-support framework for tanker fleet management to optimize interventions and minimize fleet operational downtime.
