Abstract
mengelola Pembangkit Listrik Tenaga Air (PLTA dan PLTMH) yang mengelola 19 Pembangkit listrik di 12 titik provinsi Sumatera Utara. Dalam pemenuhan kebutuhan sistem kelistrikan secara kontinu, dukungan dari ketersediaan spare parts untuk pemeliharaan merupakan hal yang penting. Untuk PLTA dan PLTMH tersebar, tantangan utama muncul pada jarak distribusi, faktor risiko, waktu dan biaya logistik menuju lokasi pembangkit. Kondisi ini semakin kompleks ketika gudang penyimpanan sifatnya terpisah antara gudang utama dan unit-unit pembangkit serta berlandaskan dari kejadian tahun 2025 ketika central warehouse terdampak bencana alam sehingga dampak keterlambatan pengiriman material pemeliharaan menyebabkan penundaan tindakan pemeliharaan. Hal tersebut menyebabkan loss output produksi, salah satunya ketidaksiapan material untuk penanganan awal gangguan pemeliharaan. Penambahan sub-warehouse merupakan alternatif untuk meminimalkan jarak, waktu, risiko dan biaya dengan memilih lokasi fasilitas atau gudang yang tepat untuk distribusi material pemeliharaan. Dengan latar belakang tersebut, penelitian ini berfokus pada perancangan pemilihan lokasi gudang dengan mempertimbangkan lokasi, waktu, biaya dan risiko. Metode Analytic Hierarchy Process (AHP) dan Goal Programming (GP) dipilih sebagai metode pengambilan keputusan multi kriteria. Berdasarkan hasil pengolahan data menggunakan AHP, diperoleh bahwa faktor risiko merupakan kriteria yang memiliki prioritas tertinggi dalam pemilihan lokasi sub-warehouse, dengan bobot sebesar 67.3%, kriteria jarak dengan bobot 12.5%, biaya transportasi sebesar 12.3%, sedangkan waktu tempuh sebesar 7.9%. Hasil tersebut kemudian diintegrasikan GP untuk pemilihan lokasi optimal, terpilih PLTA Renun (X₂) yang memberikan hasil optimal untuk dijadikan sub-warehouse dari 2 lokasi alternatif lainnya. Analisa sensitivitas hasil tersebut dilakukan perubahan bobot faktor risiko sebesar ±20% dan perubahan terhadap semua kriteria tetap konsisten dan feasible PLTA Renun (X₂) menjadi alternatif yang optimal.

PT PLN Nusantara Power UP Pandan is a state-owned electricity company unit responsible for managing Hydroelectric Power Plant (HPP) ranging from micro-scale to large-capacity installations, comprising 19 generating facilities distributed across 12 locations in North Sumatra Province. To ensure the continuous operation of electrical power system, the availability of spare parts for maintenance activities is essential. For geographically dispersed hydropower and mini-hydropower plants, main challenges involve distribution distance, logistical risks, delivery time, and transportation costs to the Hydroelectric Power Plant (HPP). These challenges become increasingly complex because material storage facilities are separated between the central warehouse and the individual generating units. The urgency of this issue was further demonstrated by an incident in 2025, when the central warehouse was affected by a natural disaster. The resulting delays in delivering maintenance materials led to the postponement of maintenance activities. This condition caused a loss of generation output, particularly because required materials were not readily available for initial response to equipment failures and maintenance-related disturbances. The establishment of a sub-warehouse is therefore considered an alternative strategy for minimizing distribution distance, delivery time, risks factor, and transportation costs through the selection of an appropriate facility or warehouse location for distributing maintenance materials. Based on this background, this study focuses on designing a warehouse location selection model by considering distance, time, cost, and risk criteria. AHP and GP methods were integrated as a multi-criteria decision-making and optimization approach. The results of AHP analysis indicate that the risk factor is the highest-priority with a weight of 67.3%, distance at 12.5%, transportation cost at 12.3%, and travel time at 7.89%. These results were subsequently integrated into GP model to determine optimal location. Analysis selected Renun Hydroelectric Power Plant (X₂) as the optimal sub-warehouse location among the three evaluated alternatives. Sensitivity analysis was also conducted by varying the risk-factor weight by ±20% and adjusting the weights of all criteria. The results remained consistent and feasible across tested scenarios, confirming that Renun Hydroelectric Power Plant (X₂) remained the optimal alternative for the proposed sub-warehouse location.
