Abstract
Penelitian ini bertujuan untuk menganalisis perencanaan dan penempatan material cadang yang optimal pada PLN Transmisi UIT JBB menggunakan metode clustering analysis. Permasalahan utama dalam penelitian ini adalah tingginya biaya persediaan, lead time distribusi material, serta ketergantungan terhadap pengadaan emergency akibat belum optimalnya sistem penempatan material cadang. Metode yang digunakan dalam penelitian ini adalah K-Means Clustering dengan Elbow Method untuk menentukan jumlah cluster optimal berdasarkan karakteristik aset transmisi, pola kebutuhan material, dan wilayah operasional masing-masing UPT. Pengumpulan data dilakukan menggunakan data sekunder PLN UIT JBB yang meliputi jumlah gardu induk, kapasitas trafo, panjang saluran transmisi, serta data penggunaan material cadang periode 2023–2025. Tahap pengolahan data dilakukan melalui data selection, normalisasi menggunakan Min-Max Scaling, perhitungan Euclidean Distance, Within Sum of Squares (WCSS), serta proses clustering menggunakan metode K-Means. Hasil penelitian menunjukkan bahwa jumlah cluster optimal berada pada k = 3 yang menghasilkan pengelompokan wilayah berdasarkan karakteristik kebutuhan material dan kapasitas operasional. Cluster pertama terdiri dari UPT Cilegon dan Cikupa dengan kebutuhan material tinggi, cluster kedua terdiri dari Gandul dan Pulogadung dengan karakteristik aset menengah, sedangkan cluster ketiga terdiri dari Cawang dan Durikosambi dengan kapasitas aset besar dan gardu induk padat. Hasil penelitian menunjukkan bahwa penerapan strategi penempatan material berbasis clustering melalui centralized warehouse, decentralized warehouse, dan hybrid/support mampu meningkatkan efisiensi sistem distribusi material cadang di PLN UIT JBB. Model yang diusulkan menunjukkan bahwa penerapan strategi penempatan material berbasis Clustering Analysis melalui pendekatan centralized warehouse, decentralized warehouse, dan hybrid warehouse berpotensi meningkatkan efisiensi pengelolaan material cadang. Strategi tersebut diharapkan mampu mengoptimalkan distribusi material, mengurangi ketergantungan terhadap emergency procurement, mempercepat pemenuhan kebutuhan material, serta meningkatkan keandalan sistem transmisi di PLN UIT Jawa Bagian Barat. Selain itu, sistem ini juga meningkatkan keandalan pemenuhan material cadang, mempercepat respon penanganan gangguan, serta mendukung optimalisasi pengelolaan logistik dan supply chain pada sistem transmisi PLN UIT JBB.

This study aims to analyze the optimal planning and placement of spare materials at PLN Transmisi UIT JBB using ing Analysis methods. The main problems addressed in this study are the high inventory costs, long material distribution lead times, and dependence on emergency procurement due to the non-optimal spare material placement system. The methods applied in this research are K-Means ing and the Elbow Method to determine the optimal number of s based on transmission asset characteristics, material demand patterns, and operational areas of each UPT. The study utilized secondary data from PLN UIT JBB, including the number of substations, transformer capacities, transmission line lengths, and spare material usage data during the 2023–2025 period. Data processing stages included data selection, Min-Max Scaling normalization, Euclidean Distance calculation, Within Sum of Squares (WCSS) analysis, and ing using the K-Means method. The results indicate that the optimal number of s is k = 3, which successfully grouped operational areas based on asset characteristics and spare material requirements. The first consists of Cilegon and Cikupa with high material demand, the second consists of Gandul and Pulogadung with medium asset characteristics, while the third consists of Cawang and Durikosambi with large asset capacities and dense substation systems. The findings demonstrate that the implementation of ing-based material placement strategies through centralized warehouses, decentralized warehouses, and hybrid/support hubs improves the efficiency of spare material distribution systems at PLN UIT JBB. The proposed model indicates that a clustering-based spare material allocation strategy using centralized, decentralized, and hybrid warehouse approaches has the potential to improve spare material management efficiency. The proposed strategy is expected to optimize material distribution, reduce dependence on emergency procurement, shorten material fulfillment time, and improve transmission system reliability within PLN UIT West Java.. Furthermore, the proposed system enhances spare material fulfillment reliability, accelerates disturbance response time, and supports the optimization of logistics and supply chain management within the PLN UIT JBB transmission system.
