Abstract

Pelabuhan Perikanan Hijau dan Berkelanjutan (PPHB) merupakan konsep pengelolaan pelabuhan yang mengintegrasikan aspek lingkungan, sosial, dan tata kelola untuk mendukung keberlanjutan sektor perikanan. Namun, proses evaluasi penerapan PPHB masih menghadapi kendala karena pengolahan data penilaian belum terintegrasi secara sistematis, sehingga proses pengukuran capaian indikator, penyajian hasil, dan perbandingan antarpelabuhan masih membutuhkan waktu yang relatif lama. Oleh karena itu, diperlukan suatu alat bantu evaluasi yang mampu melakukan pengolahan data penilaian secara terstruktur, menyajikan hasil secara visual, serta mendukung analisis tingkat penerapan PPHB. Penelitian ini bertujuan untuk mengembangkan Paket Penilaian PPHB berbasis Microsoft Excel yang dapat mempermudah proses input data, pengolahan skor, visualisasi hasil, dan komparasi antarpelabuhan. Metode penelitian dilakukan melalui identifikasi indikator PPHB, penyusunan opsi dan skala penilaian, perancangan Excel Package, pengembangan fitur perhitungan dan visualisasi, pengujian sistem menggunakan analisis sensitivitas, serta penerapan paket penilaian pada objek penelitian melalui observasi, wawancara informal, dan dokumentasi pendukung. Paket penilaian dikembangkan berdasarkan 5 aspek, 19 kriteria, dan 62 indikator PPHB. Hasil penelitian menunjukkan bahwa Paket Penilaian PPHB mampu mengotomatisasi proses evaluasi yang meliputi input data, konversi nilai, perhitungan skor, klasifikasi hasil, perhitungan gap skor, visualisasi capaian, dan komparasi antarpelabuhan. Hasil pengujian menunjukkan bahwa seluruh fungsi dalam paket penilaian berjalan sesuai rancangan, sedangkan analisis sensitivitas menunjukkan bahwa perubahan nilai input menghasilkan perubahan keluaran yang konsisten terhadap bobot indikator. Penerapan paket penilaian pada PPN Brondong, PPN Prigi, dan PPP Pondokdadap menghasilkan profiling tingkat penerapan PPHB yang dapat digunakan untuk mengetahui capaian serta prioritas peningkatan setiap pelabuhan. Dengan demikian, Paket Penilaian PPHB yang dikembangkan dapat digunakan sebagai alat bantu evaluasi untuk mendukung penerapan Pelabuhan Perikanan Hijau dan Berkelanjutan.

Green and Sustainable Fishing Port (PPHB) is a port management concept that integrates environmental, social, and governance aspects to support the sustainability of the fisheries sector. However, the evaluation process of PPHB implementation still faces challenges because assessment data processing has not been systematically integrated, resulting in longer processes for measuring indicator achievement, presenting results, and comparing port performance. Therefore, an evaluation tool is required to process assessment data systematically, provide visual results, and support the analysis of PPHB implementation levels. This study aimed to develop a Green and Sustainable Fishing Port Assessment Package (PPHB) based on Microsoft Excel to facilitate data input, score processing, result visualization, and inter-port comparison. The research method consisted of PPHB indicator identification, development of assessment options and scales, Excel Package design, development of calculation and visualization features, system testing using sensitivity analysis, and implementation of the assessment package on research objects through observation, informal interviews, and supporting documentation. The assessment package was developed based on five aspects, 19 criteria, and 62 PPHB indicators. The results showed that the developed PPHB Assessment Package was able to automate the evaluation process, including data input, value conversion, score calculation, result classification, gap score calculation, achievement visualization, and inter-port comparison. The testing results indicated that all functions within the assessment package operated according to the design, while sensitivity analysis showed that changes in input values produced consistent output changes according to indicator weights. The implementation of the assessment package at PPN Brondong, PPN Prigi, and PPP Pondokdadap generated systematic PPHB implementation profiling that can be used to identify achievement levels and improvement priorities for each port. Therefore, the developed PPHB Assessment Package can be used as an evaluation support tool to support the implementation of Green and Sustainable Fishing Ports.
