Abstract

Kota Semarang menghadapi tantangan pemerataan layanan pendidikan SMA, ditandai dengan beberapa kecamatan belum memiliki SMA Negeri sehingga siswa harus menempuh jarak lebih jauh dengan kendaraan pribadi. Kondisi ini meningkatkan ketergantungan terhadap kendaraan bermotor, memicu kemacetan, serta memperburuk kualitas udara di Kota Semarang. Konsep 15 Minute City menawarkan pendekatan untuk meningkatkan aksesibilitas layanan dasar seperti pendidikan dalam jangkauan 15 menit dengan berjalan kaki atau bersepeda, sekaligus mengurangi ketergantungan kendaraan bermotor dan mendukung penggunaan transportasi umum. Penelitian ini menggunakan pendekatan kuantitatif, diawali dengan analisis Delphi yang melibatkan tiga responden ahli meliputi Bappeda Provinsi Jawa Tengah, Dinas Pendidikan Provinsi Jawa Tengah, serta Dosen Perencanaan Wilayah dan Kota Universitas Diponegoro untuk memvalidasi faktor-faktor yang mempengaruhi ketercapaian konsep 15 Minute City di Kota Semarang. Selanjutnya, dilakukan Analisis spasial dengan menggunakan beberapa metode, diantaranya adalah Social Network Analysis (SNA), Kernel Density Estimation, dan Shannon Diversity Index untuk menilai ketercapaian konsep 15 Minute City di setiap BWK. Hasil penelitian menunjukkan ketercapaian konsep 15 Minute City dalam layanan pendidikan SMA di Kota Semarang masih didominasi oleh kategori sedang dan rendah serta belum merata antarwilayah. Kecamatan Semarang Tengah dan Semarang Selatan mencapai kategori sangat tinggi, sementara Gunungpati dan Mijen berada pada kategori sangat rendah akibat kepadatan rendah dan terbatasnya infrsatruktur pendukung. Hanya aspek penerapan teknologi yang telah tercapai secara optimal di Kota Semarang, sedangkan aspek 15 Minute City lainnya masih memerlukan peningkatan melalui intervensi kebijakan yang berfokus pada pemerataan fasilitas, konektivitas transportasi, dan infrastruktur pejalan kaki.

Semarang City faces challenges in achieving equitable access to senior high school (SMA) education services, as several districts still lack a public senior high school, forcing students to travel longer distances using private vehicles. This condition increases dependence on motorized vehicles, contributes to traffic congestion, and worsens air quality in Semarang City. The 15 Minute City concept offers an approach to improve accessibility to basic services, including education, within a 15 minute reach by walking or cycling, while simultaneously reducing dependence on motorized vehicles and promoting the use of public transportation. This study employs a quantitative approach, beginning with a Delphi analysis involving three expert respondents from the Regional Development Planning Agency (Bappeda) of Central Java Province, the Education Office of Central Java Province, and a lecturer of Urban and Regional Planning at Universitas Diponegoro, to validate the factors influencing the achievement of the 15 Minute City concept in Semarang City. Subsequently, spatial analysis was conducted using several methods, including Social Network Analysis (SNA), Kernel Density Estimation, and Shannon Diversity Index to assess the achievement of the 15 Minute City concept in each BWK. The results indicate that the achievement of the 15 Minute City concept in senior high school education services in Semarang City is still dominated by the moderate and low categories, and remains unevenly distributed across districts. Semarang Tengah and Semarang Selatan districts reached the very high category, while Gunungpati and Mijen districts fell into the very low category due to low population density and limited supporting infrastructure. Only the technology adoption aspect has been optimally achieved across Semarang City, whereas other aspects of the 15 Minute City concept still require improvement through policy interventions focused on the equitable distribution of facilities, transportation connectivity, and pedestrian infrastructure.
