Abstract
Rapid technological advancement has improved many aspects of human life by enabling tasks and work to be performed more quickly, effectively, and efficiently. The maritime industry is one of the sectors that can significantly benefit from these technological developments. In Indonesia, Southeast Sulawesi Province, particularly Kendari Port, has continuously adopted technology to support maritime operations. This study aims to analyze the factors affecting the effectiveness of the ship certification system based on a survey of stakeholders and shipping companies. The study employed three main variables, namely technological infrastructure (X1), level of collaboration (X2), and certification process (X3), comprising a total of 11 indicators. Based on the results of the Principal Component Analysis (PCA), four key factors were identified as influencing the effectiveness of the ship certification system at Kendari Port: accuracy (Q2), accessibility (Q3), inter-agency government cooperation (Q5), and cooperation with ship operators (Q6). These four factors can serve as strategic references for improving the effectiveness and efficiency of the ship certification system.

Pesatnya perkembangan teknologi telah memberikan berbagai manfaat bagi kehidupan manusia, khususnya dalam membantu pelaksanaan tugas dan pekerjaan secara lebih cepat, efektif, dan efisien. Industri maritim merupakan salah satu sektor yang berpotensi memanfaatkan perkembangan teknologi tersebut. Salah satu wilayah di Indonesia yang terus mengadopsi teknologi dalam sektor maritim adalah Provinsi Sulawesi Tenggara, khususnya Pelabuhan Kendari. Penelitian ini bertujuan untuk menganalisis faktor-faktor yang memengaruhi tingkat efektivitas penggunaan sistem sertifikasi kapal berdasarkan survei terhadap para pemangku kepentingan dan perusahaan pelayaran. Penelitian ini menggunakan tiga variabel utama, yaitu infrastruktur teknologi (X1), tingkat kolaborasi (X2), dan proses sertifikasi (X3), yang secara keseluruhan terdiri atas 11 indikator. Berdasarkan hasil analisis menggunakan metode Principal Component Analysis (PCA), diketahui bahwa terdapat empat faktor utama yang memengaruhi efektivitas sistem sertifikasi kapal di Pelabuhan Kendari, yaitu tingkat akurasi (Q2), aksesibilitas (Q3), kerja sama antarinstansi pemerintah (Q5), dan kerja sama dengan operator kapal (Q6). Keempat faktor tersebut dapat dijadikan acuan dalam merumuskan langkah-langkah strategis untuk meningkatkan efektivitas dan efisiensi sistem sertifikasi kapal.
