Abstract
Kesenjangan wilayah merupakan permasalahan pembangunan yang muncul akibat perbedaan struktur ekonomi, aksesibilitas, dan distribusi sumber daya antarwilayah. Kabupaten Gresik, sebagai salah satu penyumbang PDRB terbesar di Jawa Timur dengan ekonomi yang didominasi sektor industri pengolahan, masih menghadapi kesenjangan antarkecamatan, terutama antara kecamatan berbasis industri besar dan kecamatan yang masih bertumpu pada pertanian dan perikanan. Kajian mengenai faktor penyebab dan tipologi kesenjangan antarkecamatan berbasis sektor industri dari aspek ekonomi dan sosial di wilayah ini masih terbatas. Penelitian ini bertujuan menelaah faktor-faktor ekonomi dan sosial yang berpengaruh terhadap kesenjangan wilayah serta menyusun tipologi kesenjangan antar 16 kecamatan di Kabupaten Gresik, menggunakan jenis penelitian kuantitatif deskriptif, dengan data sekunder yang dikumpulkan melalui studi literatur dan survei instansi. Penelitian dilakukan melalui tiga sasaran: (1) mengidentifikasi faktor ekonomi dan sosial yang berpengaruh menggunakan PLS-CFA; (2) menentukan tingkat kesenjangan wilayah berdasarkan variabel yang berpengaruh menggunakan Point by Point Method (PPM) dan statistik deskriptif; serta (3) menentukan tipologi kesenjangan menggunakan analisis klaster K-Means. Hasil sasaran pertama menunjukkan delapan dari sembilan variabel sosial (antara lain jumlah penduduk, usia produktif, fasilitas kesehatan, fasilitas pendidikan, tingkat kesehatan, rasio guru-murid SD dan SMP, serta tingkat kemiskinan) dan enam dari sembilan variabel ekonomi (PDRB, kontribusi sektor industri, tenaga kerja industri, industri menengah, industri besar, dan tingkat pengangguran) valid dan signifikan. Hasil sasaran kedua menunjukkan 15 kecamatan memiliki kemajuan sosial tinggi (kontributor utama kesenjangan yaitu variabel tingkat kemiskinan, rentang 0,88), sedangkan pada aspek ekonomi terdapat 7 kecamatan berkategori tinggi dan 9 berkategori rendah (kontributor utama industri skala menengah dan besar, rentang 1,00). Berdasarkan kedua hasil tersebut, sasaran ketiga mengklasifikasikan 16 kecamatan ke dalam tiga tipologi, yaitu Tipologi A (3 kecamatan, kesenjangan rendah), Tipologi B (7 kecamatan, kesenjangan sedang), dan Tipologi C (6 kecamatan, kesenjangan tinggi), sehingga menghasilkan peta tipologi kesenjangan wilayah sebagai dasar perumusan kebijakan pembangunan yang lebih merata di Kabupaten Gresik.

Regional inequality is a development issue arising from differences in economic structure, accessibility, and resource distribution across regions. Gresik Regency, one of East Java's largest GRDP contributors with an economy dominated by manufacturing, still faces inter-district inequality, particularly between districts with large industrial bases and those still reliant on agriculture and fisheries. Studies on the causes and typology of industry-based inter-district inequality from economic and social perspectives in this region remain limited. This study aims to examine the economic and social factors influencing regional inequality and to develop an inequality typology among 16 districts in Gresik Regency, using a descriptive quantitative research type, with secondary data collected through literature review and institutional surveys. The research was conducted through three objectives: (1) identifying the economic and social factors influencing inequality using PLS-CFA; (2) determining the level of regional disparity based on influential variables using the Point by Point Method (PPM); and (3) determining the inequality typology using K-Means cluster analysis. The first objective's results show that eight out of nine social indicators (including population, productive-age population, healthcare facilities, schools facilities, health level, elementary/junior-high teacher-student ratios, and poverty rate) and six out of nine economic indicators (GRDP, industrial sector contribution, industrial labor force, medium and large industries, and unemployment rate) are valid and significant. The second objective reveals that 15 districts possess a high level of social progress (with poverty level identified as the primary disparity contributor, range 0.88), whereas the economic dimension shows 7 high-category and 9 low-category districts (with medium and large industries as the primary disparity contributors, range 1.00). Based on these findings, the third objective classifies the 16 districts into three typologies: Typology A (3 districts, low disparity), Typology B (7 districts, moderate disparity), and Typology C (6 districts, high disparity). This research yields a regional disparity typology map that serves as a foundation for formulating more targeted and equitable spatial development policies in Gresik Regency.
