Abstract
Proyek konstruksi jalan tol memiliki potensi kecelakaan kerja yang tinggi akibat kompleksitas pekerjaan, penggunaan alat berat, serta kondisi lingkungan kerja yang dinamis. Penelitian ini bertujuan merencanakan Sistem Manajemen Keselamatan Konstruksi (SMKK) pada Proyek Jalan Tol Solo–Yogyakarta–NYIA Kulonprogo Seksi 1 Paket 1.2 Klaten–Purwomartani menggunakan metode Hazard Identification, Risk Assessment, and Determining Control (HIRADC) berbasis What-If Analysis. Penelitian menggunakan metode deskriptif analitis dengan pendekatan kualitatif dan kuantitatif. Data diperoleh melalui observasi lapangan, wawancara dan validasi ahli K3, serta studi dokumen proyek. Identifikasi risiko disusun berdasarkan Work Breakdown Structure dan metode pelaksanaan, kemudian dituangkan dalam dokumen Identifikasi Bahaya, Penilaian Risiko, Pengendalian Risiko, dan Peluang (IBPRP). Hasil penelitian mengidentifikasi 257 potensi risiko pada sembilan kelompok pekerjaan, terdiri atas 3 risiko rendah (1,17%), 220 risiko sedang (85,60%), dan 34 risiko tinggi (13,23%). Risiko tinggi didominasi oleh interaksi pekerja dengan alat berat, longsor, kegagalan pengangkatan, runtuhan material, sengatan listrik, serta kebakaran atau alat terguling. Sebanyak 1.653 tindakan pengendalian direncanakan, yang didominasi pengendalian administratif sebesar 37,45%, APD sebesar 32,37%, dan rekayasa teknik sebesar 30,01%. Setelah pengendalian lanjutan, seluruh risiko tinggi dapat diturunkan menjadi kategori yang lebih rendah atau dapat diterima. Total biaya penerapan SMKK sebesar Rp43.943.536.529 atau 1,44% dari nilai pekerjaan struktur. Hasil penelitian menunjukkan bahwa integrasi HIRADC dan What-If Analysis mampu menghasilkan perencanaan SMKK yang sistematis, proaktif, dan sesuai karakteristik risiko proyek.

Toll road construction projects involve a high risk of occupational accidents due to complex work activities, extensive use of heavy equipment, and dynamic working environments. This study aims to develop a Construction Safety Management System (SMKK) for the Solo–Yogyakarta–NYIA Kulonprogo Toll Road Project, Section 1, Package 1.2, Klaten–Purwomartani, using the Hazard Identification, Risk Assessment, and Determining Control (HIRADC) method integrated with What-If Analysis. This study employed a descriptive analytical method with qualitative and quantitative approaches. Data were obtained through field observations, interviews and validation by occupational safety experts, and a review of project documents. Risk identification was conducted based on the Work Breakdown Structure and work methods and was documented in the Hazard Identification, Risk Assessment, Risk Control, and Opportunities document. The results identified 257 potential risks across nine work categories, consisting of 3 low risks (1.17%), 220 moderate risks (85.60%), and 34 high risks (13.23%). High-risk hazards were predominantly associated with worker–heavy equipment interactions, landslides, lifting failures, falling materials, electric shocks, fires, and equipment overturning. A total of 1,653 control measures were proposed, dominated by administrative controls at 37.45%, personal protective equipment at 32.37%, and engineering controls at 30.01%. Following the implementation of additional controls, all high risks were reduced to lower or acceptable levels. The total estimated SMKK implementation cost was IDR 43,943,536,529, equivalent to 1.44% of the structural works value. The findings demonstrate that integrating HIRADC with What-If Analysis provides a systematic and proactive SMKK plan suited to the project’s risk characteristics.
