Abstract
Kawasan Bengawan Jero merupakan salah satu wilayah di Jawa Timur yang sering terdampak banjir. Salah satu upaya pengurangan risiko bencana yang diterapkan adalah program Desa Tangguh Bencana (Destana) di Desa Blajo. Namun, pelaksanaannya belum sepenuhnya efektif karena masih terdapat keterbatasan mitigasi struktural, dukungan sumber daya, pelayanan dasar, dan kolaborasi antarpemangku kepentingan. Penelitian ini bertujuan merumuskan arahan peningkatan efektivitas program Destana Desa Blajo dalam mengurangi risiko banjir. Penelitian menggunakan metode content analysis, Partial Least Square Structural Equation Modeling (PLS-SEM), dan triangulasi. Hasil penelitian menunjukkan bahwa permasalahan utama meliputi rendahnya pengetahuan mengenai perlindungan aset produktif, keterbatasan sarana dan prasarana, infrastruktur yang belum optimal, keterbatasan anggaran, belum tersedianya early warning system, kekurangan bantuan logistik dan rehabilitasi infrastruktur, keterbatasan tenaga kesehatan, serta bantuan yang belum sesuai kebutuhan masyarakat. Faktor yang berpengaruh signifikan terhadap efektivitas Destana Desa Blajo adalah kesiapan kelembagaan lokal, keterikatan antarmasyarakat, dan ketahanan infrastruktur fisik. Arahan yang dirumuskan meliputi peningkatan anggaran melalui kerja sama pendanaan, sosialisasi APPIK, optimalisasi pompa banjir, peningkatan fungsi jalan dan jalur evakuasi, pemenuhan tenaga medis, pemasangan rambu evakuasi, penyaluran bantuan terstruktur, pelaksanaan need assessment, serta rehabilitasi infrastruktur.

The Bengawan Jero area is one of the regions in East Java frequently affected by flooding. One disaster risk reduction initiative implemented in this area is the Disaster-Resilient Village Program (Destana) in Blajo Village. However, its implementation has not been fully effective due to limitations in structural mitigation, resource support, basic services, and stakeholder collaboration. This study aims to formulate recommendations to improve the effectiveness of Destana in reducing flood risk. This study employed content analysis, Partial Least Squares Structural Equation Modeling (PLS-SEM), and triangulation. The results identified several major problems, including limited knowledge of productive asset protection, inadequate facilities and infrastructure, budget constraints, the absence of an early warning system, insufficient logistical and rehabilitation assistance, limited healthcare personnel, and aid that does not fully meet community needs. The factors that significantly influence Destana effectiveness are local institutional preparedness, community connectedness, and physical infrastructure resilience. The recommendations include increasing disaster management funding through partnerships, promoting the Small-Scale Fish Farmer Insurance Program (APPIK), optimizing flood-control pumps, improving roads and evacuation routes, increasing medical personnel, installing evacuation signs, organizing aid distribution, conducting needs assessments, and providing infrastructure rehabilitation assistance.
