Abstract

Kabupaten Pacitan merupakan salah satu wilayah dengan tingkat kerawanan kekeringan tinggi akibat dominasi bentang alam karst yang membatasi ketersediaan air permukaan. Kondisi tersebut berdampak terhadap sektor pertanian yang sebagian besar masih bergantung pada sistem tadah hujan dan irigasi nonteknis sehingga meningkatkan risiko penurunan produktivitas hingga gagal panen. Upaya penanganan yang selama ini cenderung bersifat reaktif belum mampu mengurangi risiko secara berkelanjutan. Penelitian ini bertujuan merumuskan strategi pengurangan risiko bencana kekeringan pada lahan pertanian di Kabupaten Pacitan melalui identifikasi tingkat bahaya kekeringan, penentuan wilayah prioritas, dan penyusunan strategi yang sesuai dengan karakteristik wilayah. Penelitian ini menggunakan pendekatan mixed methods. Analisis tingkat bahaya kekeringan melalui perhitungan Normalized Difference Drought Index (NDDI). Penentuan wilayah prioritas dilakukan menggunakan metode Entropy Weight Model (EWM) dan Combined Compromise Solution (CoCoSo) berdasarkan kriteria yang membentuk risiko. Strategi pengurangan risiko dirumuskan melalui in-depth interview dengan pemangku kepentingan terpilih yang dianalisis menggunakan content analysis dan divalidasi melalui triangulasi sumber. Hasil penelitian menunjukkan bahwa Kabupaten Pacitan memiliki tingkat kekeringan pertanian yang tinggi dengan nilai rata-rata NDDI sebesar 0,651, dimana luas wilayah yang mengalami kekeringan berat mencapai 4.012,39 ha dan kekeringan sedang sebesar 6.276,56 ha. Hasil analisis CoCoSo menunjukkan bahwa Desa Cemeng di Kecamatan Donorojo dan Desa Sooka di Kecamatan Punung merupakan wilayah prioritas pengurangan risiko bencana kekeringan. Sintesis content analysis menghasilkan lima strategi yaitu penguatan sistem infrastruktur dan ketersediaan air pertanian berbasis karst, modernisasi dan peningkatan ketahanan sistem irigasi pertanian, penguatan kelembagaan dan tata kelola pengelolaan sumber daya air, peningkatan kapasitas adaptasi petani terhadap risiko kekeringan, serta pengembangan sistem produksi pertanian adaptif dan berkelanjutan.

Pacitan Regency is one of the regions with a high-level drought susceptibility due to the dominance of karst landscapes, which limit the availability of surface water. This condition significantly affects the agricultural sector, where farming activities largely depend on rainfed agriculture and non-technical irrigation systems, thereby increasing the risk of declining agricultural productivity and crop failure. Existing mitigation efforts have remained predominantly reactive and have not been effective in reducing drought risk sustainably. Therefore, this study aims to formulate drought disaster risk reduction strategies for agricultural land in Pacitan Regency by identifying drought hazard levels, determining priority areas, and developing strategies that are tailored to local characteristics. This study employed a mixed-methods approach. Drought hazard analysis was conducted using the Normalized Difference Drought Index (NDDI). Priority areas were identified using the Entropy Weight Model (EWM) and Combined Compromise Solution (CoCoSo) methods based on risk-forming criteria. Drought disaster risk reduction strategies were formulated through in-depth interviews with selected stakeholders, followed by content analysis and validated through source triangulation. The results indicate that Pacitan Regency experiences a high level of agricultural drought, with an average NDDI value of 0.651. The area affected by severe drought reached 4,012.39 ha, while 6,276.56 ha experienced moderate drought. The CoCoSo analysis identified Cemeng Village in Donorojo District and Sooka Village in Punung District as the priority areas for drought disaster risk reduction. Content analysis synthesized five strategic directions including strengthening karst-based agricultural water infrastructure and water availability systems, modernizing and improving the resilience of agricultural irrigation systems, strengthening institutional capacity and water resource governance, enhancing farmers' adaptive capacity to drought risk, and developing adaptive and sustainable agricultural production systems.
