Abstract
Ruas Tol Margomulyo–Romokalisari merupakan koridor strategis yang menghubungkan kawasan industri, pergudangan, dan pelabuhan di wilayah Surabaya–Gresik. Ruas ini melayani Lalu Lintas Harian Rata-rata sebesar 80.763–81.428 kendaraan/hari, dengan proporsi kendaraan berat sekitar 35–36%. Pada periode Oktober–Desember 2025 tercatat 50 kejadian kecelakaan yang mengakibatkan 17 korban luka ringan dan 5 korban luka berat. Tingginya volume lalu lintas, dominasi angkutan logistik, serta keberadaan tikungan dan area interchange menunjukkan perlunya evaluasi kondisi teknis dan tingkat keselamatan jalan secara proaktif. Penelitian ini bertujuan mengevaluasi laik fungsi, menilai tingkat keselamatan setiap segmen, serta menyusun rekomendasi teknis dan kebutuhan biayanya pada Ruas Tol Margomulyo–Romokalisari. Penelitian menggunakan pendekatan evaluatif-deskriptif dengan metode kuantitatif. Kondisi eksisting elemen jalan dibandingkan dengan standar teknis laik fungsi, sedangkan tingkat keselamatan dinilai menggunakan metode pemeringkatan bintang International Road Assessment Programme (iRAP). Data diperoleh melalui survei lapangan dan data sekunder berupa geometrik jalan, volume lalu lintas, data kecelakaan, kondisi perkerasan, serta dokumen teknis pendukung. Ruas sepanjang 7,2 km dibagi menjadi 72 segmen berukuran 100 meter. Setiap segmen dikodekan berdasarkan atribut keselamatan iRAP, dihitung Star Rating Score-nya, kemudian diklasifikasikan ke dalam Bintang 1–5. Hasil pemeringkatan terbaru menunjukkan bahwa dari 72 segmen, 70 segmen (97,22%) memperoleh Bintang 4 dan 2 segmen (2,78%) memperoleh Bintang 3, yaitu KM 3+900–4+000 dan KM 4+000–4+100. Tidak terdapat segmen Bintang 1, Bintang 2, maupun Bintang 5. Rekomendasi diprioritaskan pada dua segmen Bintang 3 dan peningkatan penerangan melalui pemasangan PJU pada KM 4+300–7+200. Dengan skenario awal satu deret, jarak antarunit 30 m, dan titik awal serta akhir diperhitungkan, kebutuhan PJU sebanyak 98 unit. Total RAB awal sebesar Rp4.515.413.000 setelah PPN dan pembulatan. Kuantitas dan harga tetap perlu diverifikasi melalui simulasi pencahayaan, survei detail, MC-0, dan quotation pemasok.

The Margomulyo–Romokalisari Toll Road is a strategic logistics corridor connecting industrial, warehousing, and port areas in the Surabaya–Gresik region. The section carries an average daily traffic volume of 80,763–81,428 vehicles/day, with heavy vehicles accounting for approximately 35–36%. During October–December 2025, 50 traffic crashes were recorded, resulting in 17 minor injuries and 5 serious injuries. The high traffic volume, dominance of freight vehicles, and presence of curves and interchange areas indicate the need for a proactive evaluation of the road's technical condition and safety level. This study aims to evaluate functional worthiness, assess the safety level of each segment, and formulate technical recommendations and their estimated costs for the Margomulyo–Romokalisari Toll Road. This research uses an evaluative-descriptive approach with a quantitative method. Existing road elements were compared with the applicable functional-worthiness technical standards, while safety performance was assessed using the International Road Assessment Programme (iRAP) star rating method. Data were obtained from field surveys and secondary sources, including road geometry, traffic volume, crash records, pavement condition, and supporting technical documents. The 7.2-km road section was divided into 72 segments of 100 metres. Each segment was coded according to iRAP safety attributes, its Star Rating Score was calculated, and the result was classified into a 1–5-star category. The updated star-rating results show that, of the 72 segments, 70 segments (97.22%) received 4 stars and 2 segments (2.78%) received 3 stars, located at KM 3+900–4+000 and KM 4+000–4+100. No segment received 1, 2, or 5 stars. Recommendations prioritize the two 3-star segments and road-lighting installation along KM 4+300–7+200. Using a preliminary single-row arrangement with 30-m spacing and including the first and final points, 98 lighting units are required. The preliminary total budget is IDR 4,515,413,000 after VAT and rounding. The quantity and unit price must still be verified through lighting simulation, detailed survey, MC-0, and supplier quotations.
